Syria announces a World Bank recovery fund, then thins the ministry that would spend it

A multi-donor trust fund was announced on 19 October with no capitalisation figure, no donor list and no World Bank text. The same day, a presidential decree stripped industry and internal trade from the economy minister.

The Syrian Foreign Ministry released a joint statement on 19 October saying Damascus and the World Bank Group had agreed to establish the Syria Recovery and Reconstruction Trust Fund, known as START, to channel financing, investment guarantees and technical assistance into reconstruction. Prensa Latina reported it from Damascus, hedging its own wording to say the two sides “have reportedly agreed.” The National in Abu Dhabi marked the announcement with an editorial cartoon on 20 October, which establishes regional pickup and nothing more. What does not yet exist in public is the joint statement text, a World Bank press release, a capitalisation figure, a donor list or a start date. This would be the first multilateral vehicle of its kind since the repeal of the Caesar Act, which makes the identity of the states that fund it — Gulf, European, Turkish — the actual story, and that part is unwritten.

Hours earlier, President Ahmed al-Sharaa issued Decree No. 189 of 2026, appointing Basel Abdul Aziz Abdul Hannan as Minister of Industry, Internal Trade and Consumer Protection and carving those sectors out of the Ministry of Economy and Industry. Enab Baladi reported the decree citing SANA at 22:35 on 19 October; SANA’s index and the SDF-aligned ANHA both logged it the same day. Mohammad Nidal al-Shaar has run the economy ministry since March 2025 and has been the transition’s principal economic interlocutor with foreign investors. Neither the Presidency nor al-Shaar has published a rationale or a response. SANA’s economic file for the same day also carried amendments to customs tariff regulations, Syrian thanks for Japan’s easing of sanctions, a presidential meeting with a Turkish maritime industry delegation and digital infrastructure talks with South Korea — all headline-level, with the article bodies not retrieved.

Assessment: Treat START as announced, not agreed, until the World Bank says so in its own name. A borrower-side joint statement with no number attached is a signal to donors, not an instrument. The more legible event is the subtraction. Whatever the stated rationale, removing industry and internal trade from the portfolio of the man who has fronted the economy to foreign capital for eighteen months narrows his authority at precisely the moment a reconstruction vehicle would need a single counterpart. Watch for two things this week: a World Bank statement naming contributors, and whether al-Shaar’s office keeps the investment file. Either answers more than the decree text does.
