Counter-ISIS, Contested

Two Syrian security personnel killed in a Rankous raid Damascus says hit an ISIS cell

The Interior Ministry says five suspects were killed and six arrested in the western Damascus countryside on Thursday. Every figure in the account originates with the ministry and SANA.

Syrian Internal Security Forces, working with the General Intelligence Service, raided a house in Rankous, in the western Damascus countryside, on the morning of Thursday 22 October. Two ISF members were killed and five wounded. The Interior Ministry, in a statement read on state television and carried by SANA, said five suspected cell members were killed and six arrested, and that the suspects refused to surrender and opened fire. The operation, the ministry said, targeted “a cell affiliated with the Daesh (IS) terrorist organization in the town of Rankus”. No named official appears in any English-language version. The Times of Israel noted SANA gave no further detail on how the two security personnel died. Al Jazeera’s Heidi Pett, reporting from Syria, carried the only non-official texture: residents said the clashes began around 6am and ran two to three hours, with some of the wounded seriously hurt.

The National, filing on 22 October, put the raid against a rising count: 16 ISIS attacks on Syrian government forces in all of 2025, against 52 in the first half of 2026 alone. The outlet does not name the dataset behind those figures, and we repeat them as its own. It dates the surge to a December assault on US troops in Palmyra that killed two American soldiers and an interpreter. Damascus has announced several disrupted plots since President Ahmed al-Sharaa joined the global coalition against the group in November 2025, including an arrest earlier this month of a man authorities said planned attacks including a deadly mosque bombing in Homs last year. That remains a claim by the authorities, not an adjudicated fact.

Assessment: Nothing independent has yet established that the five men killed in Rankous were ISIS. That matters less as a question about this house than as a question about a currency: counter-ISIS legitimacy is the one asset Damascus can spend in Washington without conceding anything on the Israeli file or the north-east, and raids framed that way have been locally contested elsewhere in Syria. The tests over the next days are small and concrete — whether residents, monitors or local networks offer a different account, whether the six detainees are named, and whether any of them is charged. A rising attack count also cuts the other way: it measures the state’s failure to hold ground as much as its willingness to move.
