Two Openings, One Rival

ECOWAS and the AES sit down in Dakar while Algiers quietly signs with Niamey

The first ministerial dialogue between the two West African blocs took place on 17 October. Four days later, Algeria’s chief of staff signed a military cooperation protocol with Niger’s defence minister.

ECOWAS and the Alliance of Sahel States held an introductory diplomatic and ministerial meeting on Saturday 17 October 2026 in Dakar, according to Nigeria’s Daily Trust, which framed it as laying a foundation for future cooperation “in a spirit of fraternity, mutual respect” — the paper’s characterisation, in an editorial, not a communiqué. Breakthrough News, a left-aligned advocacy outlet, reported on 26 October that the two blocs had opened talks aimed at rebuilding relations after years of tension over military coups, regional sanctions and sovereignty. The procedural detail available to this desk comes from Rio Times, an aggregator whose account could not be corroborated: a first formal negotiating session on 17 October after separate preparatory meetings the day before, an expert round on 18 October, agreement on joint working groups toward a framework cooperation agreement — and no date set for the next ministerial.

Whether the gap is filled is the test of whether Dakar was a process or a photograph, and the stakes are material rather than ceremonial. The Africa Center for Strategic Studies reports that petroleum supplies from Senegal and Côte d’Ivoire account for nearly 95 percent of Mali’s fuel — the corridors that JNIM has spent the past year attacking, with Bellingcat verifying six separate attacks across three Malian regions between mid-September and early November 2025 that destroyed more than 130 fuel tankers. Separately, the Benin-based outlet La Nouvelle Tribune reported on 24 October that Algeria is changing method in the Sahel more than eighteen months after the shot-down drone rupture, with chief of staff Saïd Chanegriha signing a military cooperation protocol with Nigerien defence minister Salifou Modi in Algiers on 21 October. The report has not been confirmed by APS or El Moudjahid.

Assessment: Two openings, both aimed at the same vulnerability. The AES states broke with ECOWAS on sovereignty grounds, then discovered that sovereignty does not move diesel; the blockade economics make the coastal corridors a standing lever Abidjan and Dakar did not have to build. Algeria’s play is the one to watch and the one nobody with weight is covering: if Algiers is arming Niamey while reopening to Bamako, it is offering a regional alternative to the Africa Corps bargain without Moscow’s price. Treat the Chanegriha protocol as unconfirmed until an Algerian state source carries it. And note that Modi, the signatory, is a figure whose standing depends on a Niamey political settlement this desk cannot currently verify.
