Damascus floats joining a Saudi-framed security pact while chasing a European banking channel

Foreign minister Asaad al-Shaibani is reported to have said Syria is evaluating accession to the “Mecca Pact”; separately, Al Arabiya reports negotiations with international banks to reconnect Syria to the European banking system. Both claims reached the public through Gulf platforms, and neither has a confirming counterparty.

Al Arabiya’s Syria section carried, at roughly 14 hours before retrieval on Monday, a report that Shaibani said discussions are under way to evaluate Syrian accession to the “Mecca Pact” (حلف مكة), under a strap quoting him to the effect that “Damascus is a real part of the region’s security.” THE FILES has seen the headline and strap on the section front, not the article body: the venue, the exact Arabic formulation, and whether “evaluate joining” is Shaibani’s phrase or the outlet’s are all unestablished. The same index carried, dated around 1 November, a report of negotiations with international banks to reconnect Syria to the European banking system, and, three days earlier, a Central Bank of Syria decision against violators of exchange and remittance rules. No European institution has been named in what we have been able to read, and no counterparty has confirmed.

The sanctions ground beneath these claims is firmer than the claims themselves. Washington delisted Ahmed al-Sharaa and Anas Khattab from its specially designated global terrorist list on 7 November 2025, the UK removed them from its consolidated list the same month, and the UN Security Council lifted al-Sharaa’s terrorist designation, according to the House of Commons Library. On 18 December 2025 Trump signed the FY2026 NDAA, whose section 6211 repealed the Caesar Syria Civilian Protection Act of 2019; the Senate had passed its version 77–22. Whether Syria’s designation as a state sponsor of terrorism has been removed is a separate question that Just Security listed as open and that this desk has not been able to resolve. On 1 November, Al Arabiya also published what it describes as previously unseen footage of al-Sharaa’s 8 December 2024 call with Assad’s last prime minister, Mohammed Ghazi al-Jalali, on securing the capital and preserving state institutions.

Assessment: Three Damascus-favourable items on one Saudi-owned platform inside 48 hours is a distribution pattern, not necessarily a coordinated one — but the choice of venue is the information worth recording. Correspondent banking is the single most consequential form of sanctions relief and the one most frequently announced and least frequently confirmed; a Damascus claim about European banks remains a claim until a named institution says otherwise. Treat the Jerusalem Post’s anonymously sourced line that Syria is weighing military aid to Saudi Arabia against the Houthis as part of the same framing contest, not as reporting. What we cannot yet establish — the Mecca Pact’s actual membership and obligations — is the part that would tell you what accession would cost.
