A State Designation Bites

CAIR’s Florida chapter stops operating as state terrorist designation takes effect

A federal judge declined to block Florida’s “domestic terrorist organization” label, and the Council on American-Islamic Relations suspended its Florida operations a day before the designation took effect. It is the first time a US state designation has closed an office.

The Florida chapter of CAIR ceased operations a day before the state designation took effect, the organisation announced, according to Religion News Service, which filed at 6:30 p.m. on 5 November. The Florida Phoenix’s Mitch Perry reported the same afternoon that CAIR had suspended operations in the state and would appeal a federal court decision denying relief from what the group calls an “unconstitutional” terrorist designation. WLRN reported that evening that a federal judge had refused to block the label, leaving the state designation standing, and ClickOrlando reported that Florida’s attorney general said on Thursday that a court had upheld the designation and that the group had suspended operations. Rolling Out reported that Governor Ron DeSantis and the Cabinet approved designations covering CAIR, CAIR-Florida, the Muslim Brotherhood, antifa and more than 90 groups already on the federal foreign terrorist list.

The chronology, as assembled by the Spanish-language aggregator CiberCuba, runs from a December 2025 executive order designating CAIR and the Muslim Brotherhood, to a federal judge partially blocking that order in March 2026 over the scope of the governor’s powers, to state approval of the subsequent action on 29 September. CAIR’s suit argues the order came as the group opposed state motions that “sought to suppress speech supporting Palestinian human rights and Muslim civic participation”; at a hearing on 28 October, counsel for CAIR told the court the designation would make it impossible for the nonprofit to operate and that members were prepared to resign, per WLRN. Opponents, the Florida Phoenix noted, contend the group is a front for Hamas and the Brotherhood. That is a state allegation, not a judicial finding.

Assessment: Washington’s own instrument is narrower than the headlines suggest: Executive Order 14362 of 24 November 2025 designates no one, and the actual designations since — the Lebanese, Jordanian and Egyptian chapters in January, the Sudanese in March — touch foreign bodies, not American offices. The first closure of a US organisation came from a state. Treat the ruling with care until the order is public: nobody has yet reported the docket, or whether the denial went to the merits or to standing and ripeness. Everything above rests on same-day local coverage. The live question is Texas, where Ken Paxton’s parallel designation is in litigation, and whether CAIR’s national leadership treats Florida as a firewall or a template.
