Readiness and Empty Coffers

Zamir orders West Bank reinforcements for the holidays, then attacks the treasury over money

The IDF chief of staff put a standing division headquarters on standby before the autumn Jewish holidays, with Israeli reporting placing settler violence at the centre of the decision — and used the same day to accuse the finance ministry of running empty coffers.

At a top-brass assessment on Thursday morning, Lt. Gen. Eyal Zamir said: “Many challenges lie ahead of us. We are advancing battle procedures on all fronts, from Iran and Lebanon to Gaza, and are on high alert in the face of multi-front volatility.” Citing tensions in the West Bank and the coming holiday period, he ordered a standing army division headquarters onto standby; AFP, via Arab News, reported him ordering “the elevation of readiness” of an additional formation. The Jerusalem Post, which described the move as doubling the forces used to maintain public order in the West Bank, located the driver on the Israeli side: IDF officials say Jewish extremist violence has reached new levels, with hundreds of extremists drawing out a confrontation with the army at the Palestinian village of Kusra for nearly a week, and IDF and Shin Bet officials say police performance on arresting and indicting Jewish extremists has hit problematic lows after three years under Itamar Ben-Gvir.

The second half of Zamir’s day was fiscal and domestic. The Times of Israel’s section page recorded him slamming the treasury for “empty coffers” amid a clash over the pension of the ousted military advocate general, Yifat Tomer-Yerushalmi; the Jerusalem Post characterised him as blasting a “politicized” budget fight. Separately, and on the same evening, the former Mossad director David Barnea — replaced by Roman Gofman in June after five years — told a ceremony in his honour organised by the Jerusalem Municipality: “In my assessment, there will be no choice but to intensify the economic, diplomatic and operational actions against this regime until it falls — and it will fall.” The Times of Israel’s live index also carried, at 20:43, a headline stating the government had told the High Court it would not allow tens of thousands of displaced West Bank Palestinians to return; the underlying filing was not available at the time of writing.

Assessment: Read the two halves together. A chief of staff who publicly names settler violence and police under-enforcement as the reason he needs another division is making an argument about the coalition, not just about deployment; doing it in the same 24 hours as a public fight with the finance ministry over money is a pattern, not a coincidence. Barnea’s line matters for what it reveals about permission, not policy: a recently departed Mossad chief can now say regime collapse out loud at a municipal ceremony. The High Court item is the one to chase — if the language holds, a filed state position on displaced Palestinians outranks a readiness order.
