Cairo raised its Nile language three times in two weeks, mostly through unnamed sources

The sequence began with a television interview in which Ethiopia’s water and energy minister said Addis Ababa intended to control the flow of the Nile to Egypt and Sudan and might build further dams. His name is rendered differently across outlets — The National and Fana Broadcasting write Habtamu Itefa, Asharq Al-Awsat writes Habtamu Geleta — so we withhold it. On 16 August the state news agency MENA carried a statement attributed to a “government source”: “It’s an attempt to impose a de facto situation, monopolise an international river and threaten the rights of the two downstream nations. Egypt will not allow this to happen.” On 17 August, an “official Egyptian source” told MENA Egypt had “several means at its disposal.” As The National notes, “government source” is MENA’s customary attribution for the state’s position on national security matters: anonymous by design, deniable by design.

Two officials went on the record. Irrigation Minister Hani Sewilam, at a Cairo press conference, said: “It is well known that Ethiopia has plans to build new dams, but will the Egyptian state allow that? No.” He also pressed for a legally binding mechanism for exchanging GERD operational data, saying its absence leaves Sudan unable to operate its own dams. On the evening of 19 August, Foreign Minister Badr Abdelatty told Al Arabiya that “Egypt will not allow the construction of additional dams on the Nile,” claiming a “legitimate right to defend its interests and water security” — the third such Egyptian statement in about two weeks, by Middle East Monitor’s count. No Egyptian official has been quoted threatening force; the widely repeated line that military action “cannot be ruled out” is an inference from the “several means” formulation, not a quotation.

What Cairo is objecting to is thinner than the rhetoric implies. Al Jazeera identifies three Blue Nile projects — Karadobi, Mandaya and Beko Abo — with combined generating potential of about 5,700 MW, and cautions that the figures could change because the projects remain at the planning stage. All three appeared in a 2024 academic study drawing on Nile Basin Initiative work; what is new is Ethiopia moving to advance them. Ethiopian state-linked outlets have countered on two tracks: Fana Broadcasting says the minister has stressed GERD meets international standards and invokes “equitable and reasonable utilization of shared waters,” while the Ethiopian News Agency quoted Yassin Ahmed of the state-adjacent Ethiopian Institute for Public Diplomacy saying Cairo intensified its campaign “to divert domestic economic and political pressures.”

Assessment: The gap worth watching sits in Egypt’s own paperwork. Reform Measure RM10 of the IMF’s Resilience and Sustainability Arrangement commits Cairo to establishing a National Water Council by prime ministerial decree, chaired by the prime minister, with a circular due by June 2026 clarifying roles for generating and sharing water data. We could not confirm either step happened. If it has not, Egypt is demanding a binding data-exchange mechanism from Addis Ababa while missing the water-governance deadline it agreed with its own creditor. Al Jazeera’s read is the sober one: Cairo’s response runs through diplomacy and Khartoum, because GERD already showed the limits of the alternative.
