Netanyahu tells the General Staff that toppling Iran’s government is now the objective

At a Rosh Hashanah toast with the IDF General Staff Forum on Thursday 3 September, Prime Minister Benjamin Netanyahu described bringing down the Iranian government as Israel’s objective. “I am confident in our ability to remove this threat once and for all,” he said, in the rendering carried by the Times of Israel, whose headline had him calling the goal “within reach.” Israel Hayom reported his aim as being “to topple the regime in Iran, which is now fighting for its life.” Asharq Al-Awsat quoted him saying: “This regime is currently teetering.” The remarks were carried independently by the Times of Israel, Israel Hayom, AFP through France 24 and Asharq Al-Awsat, which places them well beyond the category of single-sourced leak.

The significance is in the wording rather than the sentiment. In a Bloomberg video segment dated 18 March 2026, Netanyahu’s public formulation was that Israel was “undermining this regime in the hope of giving the Iranian people a chance to remove it” — agency assigned to Iranians, Israel cast as an enabler. Thursday’s version assigns the task to Israel. Israel Hayom, which is pro-Netanyahu and reliably close to the prime minister’s office, headlined its report on Netanyahu making it “official,” meaning the Israeli right-wing press is itself reading this as a change in declared war aims rather than a restatement of an old one. That is the most useful single indicator available on Friday of how the statement was meant to be received at home.

The declaration landed inside an active regional exchange that Israeli coverage treats as background. AFP’s live file on 3 September reported the Kuwaiti army saying it was intercepting a missile and drone attack from Iran, and Iran’s army saying it had targeted US bases in the UAE. Haaretz’s 2 September live file was headlined on Iran striking an American base in Jordan after US strikes on Iranian targets near Hormuz; the Times of Israel’s 1 September liveblog carried Kuwait and Bahrain announcing Iranian drone attacks. Defence Minister Israel Katz warned on 3 September that if Iran attacks Israel the military will target all of the regime’s infrastructure, “including energy infrastructure.” Al Jazeera’s live page the same week recorded President Trump saying the renewed fighting will not last long.

Assessment: Declared aims are cheap; achievable ones are not. Nothing in Thursday’s toast came with a mechanism, a timeline or a theory of what replaces what falls, and holiday-eve speeches to the General Staff are addressed to a domestic audience first. Two things in the surrounding coverage do not yet meet the bar. A television report relayed by the Times of Israel that Iran and Hamas are stepping up efforts to attack Israelis abroad before the holidays is unattributed and belongs to a genre that habitually over-delivers. And an AP photo caption from Tehran dated 31 August referring to “Supreme Leader Mojtaba Khamenei” is a succession claim sitting in a caption, not a report. Neither should be treated as established.
