Egypt’s August inflation eased to 14.5% while the underlying measure hardened

CAPMAS released August CPI on Thursday 10 September and Enterprise carried the analytical write-up on Sunday. Urban annual inflation — the series the Central Bank of Egypt targets and the IMF programme tracks — slowed to 14.5% from 14.9% in July, with monthly urban prices up 0.1% after being unchanged the previous month. The national all-Egypt rate fell to 12.7% from 13.0%, the general index flat at 289.8 points; Egyptian coverage routinely mixes the two, and Amwal Al Ghad led on 12.7% while Bloomberg led on 14.5%. Core inflation moved in the opposite direction, rising to 14.9% annually from 14.7%, with monthly core at 0.3%, per a CBE statement. Bloomberg described the slowdown as unexpected and as arriving despite war-driven price pressures.

The composition matters more than the direction. Headline eased 0.4 percentage points while core hardened 0.2, meaning the disinflation came from the volatile and administered components the core series strips out rather than from underlying pressure. July had been the first acceleration since March — 14.9% urban against 14.3% in June — so August is a partial reversal of a one-month break, not a resumed trend. The reading lands with the IMF programme in an awkward posture: the seventh EFF review and second RSF review, completed by the Board on 30 July and unlocking roughly $1.6bn, carried a request for a monetary policy consultation, language that typically follows a breach of an inflation target band. The March staff report, Country Report 26/69, also records a commitment by Egypt to deliver a final status report by end-September on a corrective action plan.

Inflation is not the only series carrying a composition problem. The CBE reported banking-sector net foreign assets at $28.418bn in July, equivalent to EGP 1.454trn, up from roughly $27.9bn in June, with total foreign assets across the CBE and banks at EGP 5.146trn against EGP 4.939trn, per Daily News Egypt on 5 September. That figure is frequently quoted alongside, and confused with, the CBE-only NFA series, which stood at $15.22bn at end-May. On the currency, retail mid-market data from Wise shows the pound moving from about 50.80 on 7 September to about 51.36 on 10 September, roughly 1.1% of softening in four days — a direction, not a level, and not the CBE official rate.

Assessment: A central bank that has just been asked for a monetary policy consultation now has a print it can read two ways, and the incentive runs toward reading it as disinflation. The honest reading is narrower: administered and volatile prices did the work, core did not cooperate, and the July acceleration has only been half unwound. Watch what the next MPC calls it. The same discipline applies to the external numbers — the banking-sector NFA series is the one the government prefers, it is not the CBE-only series, and a chart that blends them overstates the buffer by more than $13bn. The end-September report to the Fund is the only datable commitment on the file.
