Eight Months On, the SDF File Is Still About Whether a Beaten Force Dissolves Itself

The January terms were not negotiated from parity. The Council on Foreign Relations' Global Conflict Tracker records that a government offensive beginning 13 January 2026 captured approximately 80 percent of northeast Syria, including prison camps holding tens of thousands, before a ceasefire and integration agreement was concluded on 19 January. Anadolu, the Turkish state agency, published a factbox of the terms: an immediate comprehensive ceasefire, withdrawal of all YPG/SDF formations east of the Euphrates as an initial step, and full handover of territory and institutions to Damascus — Anadolu describes the SDF in its own partisan terms, but it is the only full-text account of the terms retrieved. A broader integration agreement followed on 30 January, reported by Al Jazeera and France 24, the latter specifying deployments of Syrian security forces in Hasakeh and Qamishli with a separate brigade created for Kobane. The Middle East Council on Global Affairs, in analysis, calls it a 14-point US-brokered deal that ceded Raqqa and Deir ez-Zor unconditionally and shelved the earlier 10 March framework in favour of “more stringent terms imposed on the SDF.”

What has moved since is harder to verify than it looks. FDD’s Qamishli file references SDF commander Mazloum Abdi’s 25 August announcement of the force’s dissolution, and that announcement can be treated as established. But the 14 September item circulating on UA.NEWS — that the SDF is folding into the Syrian army as brigades and that the Autonomous Administration and its security bodies are being absorbed — is explicitly sourced by UA.NEWS to a Jerusalem Post column, which makes it aggregation of opinion rather than primary reporting. A separate piece on Profilenews describing Turkish pressure, events in Qamishli and Damascus–SDF contacts on the margins of the Munich Security Conference carries no dates, no named speakers and no figures. A Jerusalem Post item dated 12 September, surfaced only through a headline aggregator, reports the murder of a Kurdish soldier and a protest that followed. That incident, if it holds up, is the level at which the January agreement is actually tested — and nobody has yet published the names, the location or who was arrested.

Assessment: This is a file where the volume of commentary has outrun the volume of reporting. Three of the four items circulating this week trace back to columns, aggregators or unsourced summaries, and the one confirmed event is three weeks old. That pattern is itself informative: implementation of the January terms is happening, if it is happening, out of sight of wire desks, which suits Damascus and Ankara and does not suit anyone trying to hold either to the text. Watch the certification list from the Caesar repeal — implementing the March 2025 government–SDF agreement is one of the conditions Washington must attest to. That gives the SDF file a Washington audience it would not otherwise have, and gives Damascus an incentive to declare completion before it exists.
