Israeli and Lebanese envoys agree to meet again in October while Katz rules out withdrawal

An unnamed Israeli official called Wednesday’s State Department meeting “positive.” An unnamed Lebanese official told a London-based outlet Israel is stonewalling. The defence minister has already excluded the talks' nominal subject.

Israel’s ambassador in Washington, Yechiel Leiter, met Lebanon’s ambassador to the United States, Nada Hamadeh Moawad, at the State Department on Wednesday 16 September. An Israeli official, unnamed, told the Times of Israel and AFP the meeting was “positive” and that “they agreed to meet again in October to continue negotiations.” The Times of Israel noted the format was narrower than the expanded talks held recently, and reported the meeting alongside Lebanese President Joseph Aoun’s arrival in Paris. Haaretz had trailed the session two days earlier, sourced to “an Israeli source.” The New Arab, citing a Lebanese government source, published a directly opposed account the same day: that Israel has shown little enthusiasm for negotiations and continues to favour military action in the south. Its source is quoted saying, “Israel refuses to withdraw from Lebanon and insists on remaining in the south.” Both readouts are single-sourced and anonymous, and the second appears in an outlet with a clear editorial line.

Underneath the competing briefings sits something on the record. Defence Minister Israel Katz said on 13–14 September, per Haaretz’s live coverage, that Israel will not withdraw from the Hezbollah stronghold it holds in southern Lebanon. On 12 September, according to the Lebanese Presidency Press Office via the Associated Press, Aoun made an unannounced visit to the south, near a strategic hill Israeli forces captured earlier in the month, and vowed to secure an Israeli withdrawal. Ten days before that, on 6 September, Al Jazeera reported four people killed, including an 18-year-old woman, in Israeli strikes in southern and eastern Lebanon; Israel said it had hit Hezbollah targets in response to a drone launched at its soldiers. The Council on Foreign Relations' tracker recorded the IDF describing two explosive drones aimed at troops near the Ali al-Taher ridge, the third such attack in a week.

Assessment: The Israeli briefing and the Lebanese briefing are not actually in conflict about facts — they are in conflict about what the process is for. An agreement to reconvene in October is the minimum output of a meeting that produced nothing else, and it is being sold in Israeli coverage as momentum. Katz’s statement is the load-bearing one: a defence minister publicly excluding withdrawal removes the only concession Beirut can carry home, which is why the Lebanese readout emphasises military intent. Watch whether the October round is expanded back to the larger format. If it stays narrow and ambassadorial, it is a channel being kept open for Washington’s benefit, not a negotiation.
