Sharaa Sells a Rebuilt Syria in Dubai While the Certification Clock Keeps Running

Ahmed al-Sharaa opened the Arab Media Summit at the Dubai World Trade Centre on Tuesday with a keynote dialogue billed as “Syria of the Future,” the first appearance by a Syrian head of state at the event, according to Euronews, which put attendance at some 10,000 participants across eight forums. “Syria has been born again following the lifting of sanctions,” he said, in remarks reported by Gulf News. He told i24NEWS that “there was perhaps no country in the world subjected to this quantity of sanctions; Syria, perhaps, and North Korea,” adding that “there are even entire generations that have never experienced financial transactions, bank guarantees and things like that.” To Arab News he framed the task as institutional: “Syria went through six decades of administrative corruption and poor planning. Today, it is rebuilding itself and its institutions.” Foreign Minister Asaad Hassan al-Shaibani travelled with him; Arab News reported meetings with the UAE vice president and Dubai’s Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.

The legal picture behind the rhetoric is narrower than the rhetoric. The Caesar Syria Civilian Protection Act was repealed on 18 December 2025 when President Trump signed the FY2026 NDAA, as SANA reported the same day. The law firm Curtis, Mallet-Prevost noted in a 22 December client alert that sanctions remain in force on Bashar al-Assad, on captagon traffickers and on persons linked to ISIS and al-Qaeda. No investment figure, memorandum of understanding or dollar commitment appeared in any of the reports retrieved from three days of meetings with the Emirati leadership. Euronews headlined its interview on Sharaa telling the region that escalation is “on the way” while urging states to “keep calm” — but the excerpt available to this desk does not contain that sentence or identify what he meant by it, and the line is not repeated here as his words. What he is directly quoted as saying to Euronews is that regional states should “work together to alleviate the problems that come” with conflict, which he tied to Syria’s beginning “after 60 years of destruction and 17 years of war.” Emirates 24|7, an outlet close to the host government, paraphrased him as saying Syria promises only what it is capable of delivering.

Assessment: The interesting thing about the Dubai trip is what it did not produce. A head of state spends three days in the Gulf’s financial shop window with his foreign minister, meets the UAE’s senior leadership, and no number is announced. Either nothing was signed or someone decided not to say so, and those are different situations with different implications for the reconstruction timeline. Read the certification list as the real constraint: relief was granted, but the instruments of review survive it, and every item on that list — foreign fighters, minority protection, the SDF agreement, restraint toward Israel — is a file where Damascus does not fully control the outcome. “Born again” is a claim about the past. The conditions are a claim on the future.
