Sisi restates Egypt’s refusal to accept Gaza displacement hours after Katz invokes a migration plan

The Egyptian president met Mahmoud Abbas in Cairo on 16 September, the same day Israel’s defence minister said it was only a matter of time before full-scale war resumed in Gaza. The quotation attributed to Sisi reached the wires through the Palestinian Authority’s own news agency.

Sisi received Abbas in Cairo on Wednesday 16 September and “reiterated Egypt’s firm stance against the displacement of the Palestinian people or any attempt to annihilate the Palestinian cause”, in an account carried by AFP and run by Al Jazeera the same day, with Reuters copy appearing via Asharq Al-Awsat and further versions in Dawn and Gulf News. Abbas praised Egypt’s “steadfast positions” and said “Gaza is an integral part of our state”. The Dawn account adds that Sisi stressed the need for all parties to abide by the ceasefire agreement. Earlier on 16 September, Israeli Defence Minister Israel Katz said it was only a matter of time before Israel resumes full-scale war in Gaza, “to finish the job so that we can also implement the migration plan”. Katz also said the October 2025 ceasefire announced by Donald Trump had “supreme value for all Israelis” by leading to the return of the remaining hostages.

One qualification belongs on the record. The meeting is confirmed by multiple wires, but the Sisi quotation reaches them through WAFA, the Palestinian Authority’s state news agency, and the distributed photograph was a handout from the PA press office. This is a Ramallah-shaped account of a Cairo meeting; the Egyptian presidency’s own readout has not surfaced. The underlying Egyptian position, however, is not in doubt and predates the week: Egypt holds the only land border with Gaza not controlled by Israel, and has since 2023 rejected plans to move the territory’s more than two million people into Sinai. That geography is what converts an Israeli minister’s phrasing about a “migration plan” into a direct Egyptian national-security question rather than a rhetorical one.

Assessment: Watch who is speaking for whom. Abbas gains from broadcasting an Egyptian guarantee; Cairo gains from being seen to give one without owning the wording. Until presidency.eg publishes its own text, treat the quote as accurate in substance and unverified in form. The more useful signal is sequencing: Katz spoke in the morning, Cairo answered within hours, and Sisi paired refusal of displacement with a call on all parties to honour the ceasefire — the same dual posture he used with Riyadh a day earlier. Egypt is defending the ceasefire because the alternative arrives at Rafah, not because it trusts it.
