Four Months, Nine Portfolios

Al-Zaidi’s cabinet was seated two-thirds full in May, and the desk cannot confirm it has been filled

Iraq’s youngest prime minister took office on 14 May with 14 of 23 ministries confirmed. Four months on, the count is the most important number on this desk that nobody has published.

Ali Falih Kadhim al-Zaidi has been prime minister since 14 May 2026, seated by the Coordination Framework as a formally independent figure — a banker and businessman, born in Baghdad on 1 May 1985, and at 41 the youngest premier in Iraq’s history. He succeeded Mohammed Shia' al-Sudani; Nizar Amidi holds the presidency. The arithmetic of his arrival is the part worth holding onto: Iraqis voted in November 2025, as the Washington Institute’s post-election analysis of 17 November recorded, and a prime minister was not sworn in until the following May. That is roughly six months from ballot to government. FDD’s Long War Journal reported on 15 May that the cabinet was constituted with only 14 of its 23 ministers confirmed. FDD is a partisan outlet on Iraq and should be read as one; the underlying claim is nonetheless checkable against the Council of Representatives' own confirmation votes.

The desk has not been able to establish today whether any of the nine vacancies have since been filled. That is a collection failure, and we would rather say so than round it up into a sentence. It matters because the two readings point in opposite directions: a prime minister still short of nine portfolios in September is either unable to pay the price the blocs are asking, or has decided he does not need to. Worth keeping in the file as a prediction that failed: writing in The Arab Weekly on 28 April, Sam Butler called the nomination “a hollow gesture that will not lead to the formation of a government” and argued that al-Zaidi “is not being set up to lead Iraq—he is being set up to fail.” He was sworn in sixteen days later. The reasoning remains more useful than the call — Butler traced the deadlock to a Washington ultimatum that any government led by Nouri al-Maliki or his direct proxies would face financial isolation and the end of military aid.

Assessment: Judge this government by what it can buy, not by who endorsed it. FDD’s framing in April — that Washington had signalled approval of a designate chosen by a pro-Tehran bloc — treats American acquiescence as the decisive variable. The vacancy count tests that. A cabinet nobody in Baghdad will complete is a cabinet whose external blessing bought it a seat and no leverage. There is a second track the desk is deliberately not running today: the reported July reinstatement of Iraqi banks to dollar clearing, and the assessment work touching al-Zaidi’s own banking exposure. Both reach us at three removes from the speaker. Neither goes in until a primary Treasury document does.
