Sisi denies the “militarisation of the state” and warns of attempts to bring Egypt down

The Egyptian president used a public appearance reported on 18 September to reject the charge that the army has absorbed the state — a formulation he has rarely answered directly. As of publication the remarks rest on a single outlet.

Asharq Al-Awsat’s English edition reported on or about 18 September that President Abdel Fattah el-Sisi warned of attempts to “bring down Egypt” and denied the “militarisation of the state.” This desk has not established the venue, the audience, the full passage, or whether the presidency published a transcript on presidency.eg or sis.gov.eg, all of which routinely carry official speech texts. Nor has it established who Sisi meant by those seeking to bring Egypt down: Cairo’s standard register uses that construction for external actors, domestic opposition, foreign media and economic pressure alike, and the four readings point in very different directions. Asharq Al-Awsat is Saudi-owned, which on a story about the Egyptian military’s economic footprint is a disclosure rather than a disqualification. Until a second outlet or an official text lands, the remarks are single-sourced.

The surrounding calendar is worth noting without over-reading. On 2 September, Bloomberg reported Xi Jinping meeting Sisi in Cairo on the first Chinese state visit to Egypt in a decade. On 26 February, the IMF Executive Board completed the fifth and sixth reviews under the Extended Fund Facility and the first under the Resilience and Sustainability Arrangement, a package that included rephasing of access, an extension of the arrangements, a waiver of nonobservance of a performance criterion and modification of performance criteria; AGBI put the disbursement at roughly $2.3 billion. The waiver and the rephasing, not the headline sum, are the substantive detail — two reviews cleared together says something about the original schedule that the press release does not.

Assessment: A head of state volunteering a denial is the event; the charge was live enough to require an answer. But the load-bearing element is the quotation marks, and this desk cannot yet say whether “militarisation of the state” is Sisi’s own phrase or a formulation put to him that he rebutted. That distinction decides whether this is routine deflection or a president responding to identifiable pressure. Treat the Xi-visit adjacency as sequencing, not causation — the honest position is that Egypt’s financing conversations and its army’s balance sheet are both under external scrutiny, and the presidency knows which audiences are listening.
