Baghdad quietly separates the American withdrawal date from the militia disarmament it once promised

With 30 September framed for months as the moment the US-led coalition mission ends, an adviser to Prime Minister Ali al-Zaidi now says no fixed deadline exists for handing over militia weapons — and the UK’s own parliamentary researchers say talks will run past the date.

The National reported on 19 September that a senior adviser to Zaidi denied there is a fixed deadline for militia disarmament, and that the 30 September date applies only to the withdrawal of the US-led coalition. The denial is single-sourced and the adviser is identified by role rather than name; the supporting detail comes from an unnamed “Iraqi official close to Mr Al Zaidi,” who told the paper there is “significant resistance from militia groups regarding disarmament, complicating the withdrawal process and Iraq’s internal security landscape,” and that the groups “perceive an ongoing threat, leading to their refusal to disarm on September 30.” A second document points the same way. The House of Commons Library research briefing CBP-10829, published on 21 or 22 September, records that in August the Iraqi government said talks will continue after 30 September — that is, after the final American departure.

On the withdrawal itself the record is firmer. Al Jazeera reported on 12 August that Iraq considers the 30 September deadline to end the US-led coalition mission final, and that a US official told the Associated Press Washington expects to complete its pullout by then while declining to say how many troops remain or where they would be redeployed. There is therefore no publishable current troop figure. The Commons Library briefing states the drawdown first announced in 2024 completes in September 2026, and that both governments are moving to a bilateral security relationship. What the briefing does not settle, and what nothing retrieved this week settles, is the status of Harir Air Base in the Kurdistan Region, the residual American position. Eight days out, that is the open question.

Assessment: Two things were fused in public for a year and are now being pulled apart: the Americans leaving, and the armed groups standing down. The first has a date and a foreign counterpart to hold it. The second has a cabinet committee and a bill in parliament. Expect 30 September to be declared a success on the withdrawal metric alone, and the disarmament file to migrate into an open-ended “dialogue” whose deadline is never re-set. Distrust the denial’s provenance — one adviser, unnamed corroboration, in a single paper — but note it is consistent with the government’s own August line. The tell will be whether anyone in Baghdad ever names a new date.
