Washington waives the last chemical-weapons arms restrictions as Sharaa heads to New York

A Federal Register exemption removes the 1991 chemical-weapons law’s curbs on weapons sales and military funding to Syria. It is the third step since August billed as the end of the sanctions architecture.

Arab News reported on 21 September, in both its English and Pakistan editions, that a US Federal Register decision exempts Syria from the remaining sanctions imposed under the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 — restrictions that include weapons sales and military funding. The outlet framed the timing as deliberate, writing that the decision “preceded the arrival” of President Ahmed al-Sharaa in the United States. The two Arab News items carry identical text that appears to be translated Asharq Al-Awsat copy; THE FILES has not matched the reporting against the Federal Register notice itself, and until the primary document is in hand the scope of the exemption — and the legal authorities that survive it — should be treated as reported rather than established.

The trip it is paired with is on firmer ground as an intention than as an event. Diplomatic sources told Asharq Al-Awsat a month ago that Sharaa would land in New York on 21 September for a four-day visit, meet Secretary of State Marco Rubio on 22 September, and address the general debate on 23 September alongside more than 150 leaders and heads of state. That is a schedule leak from unnamed officials, published in advance; as of compilation there was no independent confirmation that the Rubio meeting had taken place. Sharaa addressed the previous general debate on 24 September 2025, the first Syrian leader to do so since Nureddin al-Atassi in 1967.

The sequencing is the part worth keeping. The Security Council Report’s September forecast refers to “the 24 August US decision to lift its remaining sanctions on Syria.” On 25 August, Al Jazeera reported Sharaa welcoming Syria’s removal from the US list of state sponsors of terrorism, presented as major relief for a country seeking reconstruction financing. Now comes the 1991 Act exemption. These are three distinct legal instruments, and each arrived described as the closing of the file. Separately, Syria’s civil aviation authority said Syrian Airlines would begin regular direct flights from Damascus to Copenhagen and Vienna on 21 September; that too is an announcement, with no confirmation yet that the flights operated.

Assessment: Announcement inflation is now the characteristic feature of this file, and it serves both capitals. Damascus needs a steady drumbeat of normalisation to price risk out of reconstruction deals; Washington needs visible deliverables to justify a bet on a government whose interior forces are contested in Suwayda and whose writ in the north-east is weeks old. Neither has an interest in publishing a ledger of what remains restricted, which is why no such ledger exists in the coverage. Note also what this particular waiver unlocks: not trade or banking, but weapons sales and military financing. That points toward a security relationship, and security relationships come with asks — on the SDF, on Israel, on the disengagement line.
