Relief Without Delivery

Nine months after Caesar came off, Syrians are burning tyres over fuel prices

CNN filmed a man in eastern Syria warning President Ahmed al-Sharaa that nothing has changed. The sanctions architecture came down last December; the delivery has not arrived.

CNN published a state-of-the-transition piece on 29 September, timestamped 8:44am ET, built around an unnamed man in eastern Syria filmed by a crowd addressing the transitional president directly. CNN renders his words as: “We stood with you, so stand with us,” and “I swear by God, if things don’t change between now and the new year, the situation will turn into something we won’t want. Enough!” CNN’s own characterisation — not an official statement — is that security officers stood by while he denounced the government openly. The same piece carries an Associated Press photograph, credited to Ahmed Albam, captioned as protesters burning tyres and debris to block a highway during a demonstration over fuel price increases in Maarat al-Numan, Idlib province, on 13 September. These are two different places and two different events, and the Idlib blockade is the one with a photographer attached to it.

The economic backdrop is dated and documented, even where the price data is not. SANA, the Syrian state agency, reported on 19 December 2025 that Trump had repealed Caesar Act sanctions on Syria — Damascus’s own framing of a mechanism that ran through the FY2026 National Defense Authorization Act. A client note from Curtis, Mallet-Prevost on 22 December placed the repeal within a sequence of easing measures; Senator Jeanne Shaheen’s office has claimed credit for securing it in the annual defence bill, and the standalone repeal vehicle, H.R.3941, sits in the 119th Congress record. Just Security’s June 2026 assessment of the removal sequence extended the question to the state-sponsor-of-terrorism designation. What none of that establishes is the fuel price itself: the old figure, the new figure, the date of the increase, whether it was a subsidy cut or a market move, or which ministry ordered it.

Assessment: The interesting thing is not that people are angry about fuel. It is where the anger is being pointed and who is not stopping it. A man in the east naming the president on camera, with security standing by, is either a state confident enough to absorb criticism or a state without the reach to suppress it in that district — and from outside Syria those two look identical. Distrust any account, including this one, that converts one filmed man and one photographed roadblock into a national protest wave; we have no crowd sizes and no price series. The real measurement, unavailable today, is the gap between sanctions relief and disbursement: currency rate, electricity hours, Gulf money actually landed versus pledged. Until someone publishes that, “relief” is a legal status, not an economic one.
