Peg and Premium

Baghdad sets the dollar at 1,520; Baghdad’s exchanges are paying above 1,650

The official sale rate has been moved from 1,320 dinars, and the parallel market did not follow. Traders are objecting and the Central Bank’s own circular is still not public.

The official dollar sale rate in Iraq has been moved from 1,320 to 1,520 dinars, according to the 13 October headline digest of the Iraqi aggregator Shafaqna, which also carried a household illustration — a Baghdad shop worker identified only as Zaid whose monthly pay fell from 600,000 to 500,000 dinars. That vignette rests on a single unnamed worker and an unidentified originating outlet, and we would not build a story on it. The rate pair, however, is consistent across the reporting. The market is not holding it. The 964 Network reported at 11:25 on Tuesday 13 October that the dollar was trading above 165,000 dinars per 100 in Iraq’s exchanges, against the Central Bank’s official 152,000 per 100 — a parallel-market premium of roughly 8.6 percent, by our own calculation, on a day the new rate was being defended.

Al Jazeera Arabic, in a piece dated 13 October, reported that the adjustment is raising fears of price rises and falling purchasing power, with objections from traders and calls to support the private sector and raise domestic production to ease fiscal pressure and cut dependence on imports. What is missing is the documentation: we have not seen the Central Bank of Iraq’s own statement or circular, the date the new rate took effect, or the Finance Ministry’s framing. Treat the move as reported and internally consistent rather than as a documented policy act until the primary paper exists. Al Jazeera’s accompanying photograph of a Baghdad exchange is dated 7 October, which suggests the dispute predates the digest coverage by roughly a week.

The devaluation lands on a government that is still being assembled. Parliament approved Prime Minister Ali Falih al-Zaidi’s cabinet in May 2026 with 14 of 23 ministerial nominees in place, according to the Congressional Research Service and FDD’s Long War Journal; we could not confirm what the count is five months later. Shafaqna’s 13 October digest carries the line that ethno-sectarian quota allocation is running ahead of spending rationalisation in the talks to complete the cabinet — an aggregator headline with no named source attached, but one that dates those negotiations as still live. Al-Zaidi chaired the 23rd regular session of the Council of Ministers on 13 October; the 964 Network published the decision list at 00:38 on 14 October, sourced to the prime minister’s media office. We have not read it.

Assessment: A government defends a peg with auction volume, and we have none — no circular, no effective date, no Finance Ministry framing. Until those exist, the only hard datum is the 8.6 percent gap, which is the market’s price for not believing the announcement. Watch three things. Whether the trader objections Al Jazeera reported harden into closures. Whether the parallel rate narrows or widens by the weekend. And whether that 32 percent customs rise turns out to be enforcement and volume or simply the same imports revalued in a weaker currency — if it is the second, the number is not revenue performance, it is the devaluation showing up in a different ledger.
