IMF pushes Egypt’s final review to December and names the state’s footprint as the price

The Fund’s own March staff report said the eighth and final review of the $8bn programme would be completed on or after 15 September. Talks have not started, and officials in Bangkok have now attached governance and divestment conditions to them in public.

Bloomberg reported on 15 October that the IMF will open talks on the final review of Egypt’s $8bn programme only after this month’s annual meetings in Bangkok close, and aims to sign off by December. Jihad Azour, who runs the Fund’s Middle East and Central Asia department, told Bloomberg in Bangkok that once the review is done “we can discuss with the authorities what are their plans, what are their priorities, and if they want another program or not.” His deputy, Taline Koranchelian, told Reuters the same day that Egypt “has made good progress in restoring macroeconomic stability despite a very difficult external environment” but “must speed up structural reforms aimed at reducing the footprint of the state in the economy,” with governance and transparency to be raised with Cairo in coming weeks. The hardest fact sits in the Fund’s own paperwork: staff report CR 2026/069, published in March, states the eighth and final review “will be completed on or after September 15, 2026.”

The timing collides with Sisi’s own calendar. The president announced Egypt Forum 2026 on 1 October through his official accounts, setting it for 19–24 October and calling on institutions, experts and Egyptians “of all stripes and orientations” to register and submit proposals under the slogan “Through participation and dialogue, we build our nation’s future together.” The cabinet spokesman said on 14 October, in remarks carried by Youm7, that the forum aims to produce a development vision running to 2030, and that Prime Minister Mostafa Madbouly is meeting ministers to prepare government positions for its sessions, including “proposed plans for dealing with public opinion concerns and citizens' interests.” Egypt is the Fund’s fifth largest exposure in the General Resources Account, per CR 2026/069. The forum opens four days from now; the review talks open after it.

Assessment: December is an aim stated by officials, not a Board date; nothing in the public record schedules it. Treat the widely repeated line that Cairo will not seek a successor programme with care — it is a wire characterisation of Egyptian signalling, and the cleanest version of it, attributed to Madbouly, surfaces only on an aggregator with no Cairo presence. Azour’s phrasing deliberately leaves the door open. The question to test next week is whether Egypt Forum’s development vision to 2030 contains anything on subsidies or the divestment list, because that is the same file the Fund named on 15 October, and a forum built around managing “public opinion concerns” is not obviously the venue for selling state assets.
