Sixteen Days Alone

Iraq names a defence minister two weeks after the last American troops left

The withdrawal was completed on 30 September and Baghdad declared 1 October “Sovereignty Day.” The counter-ISIS coalition is now headquartered in Jordan, and no public data yet shows what the first post-American month looks like.

Thursday’s confirmation of Nayef al-Shammari at defence lands sixteen days into a different country. The United States announced on 30 September that it had completed the withdrawal of American and allied troops and equipment from Iraq, closing twelve years of anti-ISIS operations; Baghdad marked 1 October as “Sovereignty Day.” Al-Zaidi said in a statement, carried by Reason, that “October 1 will be a new day in the course of the Iraqi state, with the country free of any foreign military presence and the completion of national sovereignty over its territory.” The coalition structure that remains is to be headquartered in Jordan. Overt Defense reported the mission’s formal conclusion, quoting an announcement of “the conclusion of the International Coalition’s mission to combat ISIS” — the speaker is not identified in the text, so The Files is not attributing it.

That makes the old framing — attacks on remaining American positions — a closed file. There are no remaining positions. The open questions are narrower and harder: whether the Jordan-based command retains Iraqi access, overflight or an advisory footprint, and whether the Iraqi air force can carry the ISIS file without one. This desk found nothing published on either in the past 48 hours, and no attack or incident data for 14–16 October. Secondary compilations indicate Iraq has had no parliament-confirmed defence minister since January 2026, with the previous prime minister, Mohammed Shia' al-Sudani, holding the portfolio in an acting capacity until he left office on 14 May. The Files has not matched that against parliament’s own record and does not present it as established.

Assessment: The sequencing is the point. A state that has just taken sole responsibility for its own counter-insurgency spent the handover month without a confirmed minister to own it, and is only now installing one. Whether that mattered operationally is unknowable today, because the instrument that used to publish Iraq’s ISIS tempo — the coalition — has moved to Amman and has not said what it will release. Expect a reporting blackout dressed as sovereignty: Baghdad has every incentive to describe a quiet month, and for the first time no foreign command is independently counting. The number to wait for is the first full month of incident data, and the name of whoever publishes it.
