Five Months, Eleven Ministers

Iraq’s parliament fills al-Zaidi’s cabinet, including the two security ministries

Lawmakers approved 11 portfolios on Thursday, ending a five-month run of vacancies at defence and interior. One of three confirmed deputy prime ministers is under US sanctions, and at least one nomination was left unresolved.

The Council of Representatives on Thursday 15 October approved the remaining members of Prime Minister Ali al-Zaidi’s cabinet, five months after the government took office on 14 May. Reuters, whose file was carried by Al-Monitor, Arab News Pakistan and ThePrint, reported that lawmakers approved 11 ministerial portfolios, among them Nayef al-Shammari as minister of defence and Yasir al-Maliki as minister of interior. Both security ministries had sat vacant for the government’s entire life to date. Parliament also confirmed three deputy prime ministers. Al Jazeera, reporting the vote on 16 October against a backdrop of what it described as growing economic concerns, states that one of the three is under US sanctions; the portion of the piece available to this desk does not name the individual, and The Files has not matched the claim against the Treasury’s designation list. We are not naming anyone until we have.

Two things the wire copy does not deliver are the parts that matter. The first is which bloc took which ministry: al-Zaidi is formally an independent, seated by the Coordination Framework, and the coalition arithmetic behind al-Shammari and al-Maliki is the actual content of Thursday’s vote. None of the syndications carry it, nor per-portfolio tallies, nor whether any bloc stayed out of the chamber. The second is the loose end. Every version of the Reuters bullet reaching this desk is truncated at the same point; mezha.net’s abstract records that “a separate ministerial nomination remains unresolved.” Which portfolio, and why, is unestablished. The Reuters photo desk places al-Zaidi inside the parliament building, received by Speaker Haibat al-Halbousi — on a handout image supplied by the prime minister’s own media office, not an independent frame.

Assessment: A cabinet completed in month five is not a government consolidating; it is a government finishing the price negotiation. The useful test arrives now. Al-Zaidi told a Washington readership in July, in a signed Washington Post op-ed, that “we are disarming militias, strengthening the rule of law.” The interior ministry is where that sentence is either true or decorative, and nothing yet published tells us whose candidate al-Maliki is. Treat the sanctioned-deputy line as a single-outlet claim until it is matched to a designation and a programme — it is the most consequential detail in the story and the least verified. Watch, too, for which nomination was held back: a seat left empty after five months is usually a bloc that could not be paid.
