Sisi Talks Tenure, Netanyahu and Saudi Security in One Police Academy Breakfast

A single Friday session in New Cairo produced three different stories in three different outlets — and no verified transcript. What was said is clearer than what was meant.

On Friday 16 October, President Abdel Fattah al-Sisi spoke at length to senior state officials and media figures at a breakfast hosted by the Police Academy in New Cairo, following the Academy’s 2026 graduates' day. Egypt Today summarised the remarks as a vow to keep working until his last day in office. The New Arab published a piece asking whether Sisi had hinted at stepping down in 2030 — and reported that Arabic-language outlets based outside Egypt treated the idea sceptically, pointing to his continued grip on state institutions. Sisi’s current term under the 2019 constitutional amendments runs to 2030. A pledge to work until the last day of that term is at least as consistent with serving it out as with declining another. The Files has not seen the presidency’s Arabic text, and no verbatim quotation from the session can be confirmed.

The second strand came only from an Israeli outlet. The Jerusalem Post reported that Sisi described Prime Minister Benjamin Netanyahu raising concern over Egypt’s military buildup and asking directly why Cairo keeps expanding its armed forces and buying weapons; JPost’s headline renders a Sisi line as Egypt never posing a threat, a phrasing The Files will not place inside quotation marks without the Arabic. The third strand is the cleanest: Egyptian Streets, citing a statement from the Egyptian Presidency, reported Sisi saying any threat to Saudi Arabia’s security would also affect Egypt’s national security. That lands in a week when FreightWaves reported sharply escalating Houthi missile and drone attacks on Saudi airports and energy infrastructure, and while Cairo is working to keep a $5.4bn Saudi deposit at the central bank in place, per The New Arab.

Assessment: Three audiences, one breakfast. The succession line is the weakest of the three and the one most likely to be over-read: a leader saying he will work to the last day of a term is not a leader announcing he will not seek another. Distrust any headline that converts it into an exit signal. The rearmament exchange is more interesting precisely because only an Israeli paper surfaced it — a remark about Netanyahu’s complaints, aired in Cairo and amplified in Jerusalem, does work on both sides of the border. The Saudi line is the one with a price tag attached, and it was issued through the presidency rather than left to interpretation.
