Sixty ambulances at Rafah, and no independent confirmation that anyone crossed
Egyptian state-aligned media reported a medical readiness posture at the crossing on Friday. No wire, UN agency or Red Crescent account of patient movements on 23–25 October has surfaced.
EgyptToday reported at 07:07 GMT on Friday 23 October that more than 60 ambulances were stationed at the Rafah crossing, with additional vehicles positioned outside, to receive arrivals and transfer them to Egyptian hospitals. The report is single-sourced to a state-aligned Egyptian outlet and is framed as preparation rather than completed movement. The Files could not verify from the World Health Organization, OCHA, the Egyptian Red Crescent or any wire service whether a crossing took place on 23–25 October, in which direction, or how many patients were involved. The crossing’s recent history is better established: CNN reported a partial reopening on 2 February 2026 after nearly two years of Israeli closure, attributed to an Israeli security official, and JNS — a partisan outlet, whose attribution of motive to American pressure is its own characterisation — reported Israel fully reopening Rafah in early September 2026.
Cairo’s other Palestinian track also rests on unnamed sources. Asharq Al-Awsat, the Saudi-owned London paper, published details of Fatah–Hamas talks in Cairo around 23 October, sourced to unidentified participants, who said the sessions produced calls for recognition of the PLO and its political programme as the sole legitimate representative of the Palestinian people, adherence to peaceful popular resistance, and commitment to a political track. The named Egyptian official chairing, the session dates, and whether any document was initialled are not established. Egypt sits alongside Qatar, Türkiye and the United States in the ceasefire mediation architecture; Egyptian and Turkish intelligence chiefs have previously met the Qatari prime minister in Cairo on second-phase implementation, and Cairo hosted mediators in late July after a Hamas disarmament notice.
Assessment: The distinction worth holding is between a readiness posture and an executed evacuation. Sixty ambulances parked at a crossing is a photograph; patient numbers and direction of travel are a fact, and only the photograph has been published. Cairo has a standing interest in being seen as the humanitarian corridor without assuming open-ended responsibility for Gazan patients on Egyptian soil, and state media reliably supplies the former. On the Fatah–Hamas file, note also what has not been confirmed: Sisi announced a Gaza reconstruction conference anchored on El-Arish in October 2025 for a November date. No 2026 iteration has been scheduled on the record, and the November framing may simply be last year’s recycled.
