Baghdad bars Iranian airlines under US sanctions pressure, then asks Washington for an exemption

Al Jazeera reported late on 26 September that Iraq is seeking a US carve-out from the flight ban it imposed on itself three days earlier. The request, not the ban, is what measures the cost.

Al Jazeera published on 26 September a report headlined “Iraq seeks US exemption from ban on Iranian flights.” The Files has the headline and the URL and not the text: we have not obtained the body of the report, and so we quote no figure, no named official and no US agency from it, and we do not know whether Washington has responded. The ban it refers to is documented in the Council on Foreign Relations' Global Conflict Tracker entry on Iraq, which states that Baghdad ordered its civil aviation authority to bar Iranian airlines from Baghdad airport starting 23 September, after US Treasury Secretary Scott Bessent threatened secondary sanctions on airports serving Iranian carriers. CFR attributes the account to Reuters in one rendering of the entry and to Arab News in another; the tracker’s entries carry no individual dates and the page’s own age metadata reads 29 July 2026, which is stale against its contents.

Read as a sequence rather than as two events, the shape is familiar to anyone who has watched Iraqi policy under sanctions pressure since 2018. The instrument is American — a Treasury threat aimed at a third party’s airports, not at Iraq. The compliance is Iraqi and immediate: an order to a civil aviation authority, executed in days. And the relief is then sought through the same channel that imposed the cost, which converts a policy Baghdad did not choose into a standing negotiation it now controls the timing of. That is an Iraqi-state story and not an IRGC one, which is why it sits on this desk. What the exemption request does not tell us is who inside the al-Zaidi government asked for it, or on whose behalf.

Assessment: Treat this as a confirmed headline and an unconfirmed story until the text is in hand; the temptation with a wire line this clean is to write the paragraph the headline implies. What is already legible is the direction of leverage. With the residual US military presence due to end this week, the American instrument that still binds in Baghdad is financial, not kinetic — secondary sanctions on an airport reach further into Iraqi daily traffic than a brigade at Harir ever did. An exemption request is also a domestic message: it lets the government tell the Coordination Framework it complied under duress and is working the problem. Watch whether Washington answers at all. Silence is itself a policy.
