Syria’s first coastal massacre verdicts convict three men and leave the denominator untouched

A military criminal court handed down a death sentence, a 25-year term and a 20-year term on 17 September, with one acquittal. The fact-finding committee that opened the file referred 563 people for prosecution in July 2025.

A Syrian Military Criminal Court sentenced one defendant to death, a second to 25 years and a third to 20 years over the sectarian violence on Syria’s coast in March 2025, acquitting a fourth, according to The National and Arab News. They are the first verdicts in a trial that opened in November 2025. The National notes that a July 2025 report by Syria’s National Commission for Investigation and Fact-Finding found the violence erupted after forces loyal to Assad attacked army and security headquarters. The death tolls in circulation are not identical and rest on different methodologies: a House of Commons Library briefing published in mid-September 2026 puts the March 2025 coastal killings at around 1,400, mostly civilians; an Arab Center Washington DC timeline gives some 1,500 civilians and military dead between 6 and 14 March 2025.

The arithmetic around the verdicts matters more than the verdicts. Syria Direct reports that the Damascus-appointed fact-finding committee referred 298 pro-government and 265 pro-Assad perpetrators for prosecution in July 2025 — 563 in total — and that as of March 2026 seven from each side were being tried. Three convictions have now emerged from that pool. The Commons Library briefing also records continuing pressure on the Alawite community outside the courtroom: reported violence and discrimination in Damascus, Alawite–Bedouin tensions in Homs in November 2025, three people killed during December 2025 protests in coastal Alawite regions, and BBC Monitoring analysis finding a rise in anti-Alawite sentiment on Syrian social media since Assad’s fall.

Assessment: The test of whether this is the opening of a process or the closing of one is not the sentences but the rank of the next defendants. All four men tried so far are field-level. A file that produces three convictions and stops there functions as an exhibit for foreign capitals reviewing sanctions relief, not as accountability — and Washington removed Syria from its state-sponsors-of-terrorism list on 24 August, which lowers the external pressure to continue. Watch for the next trial date and for any charge against an officer above field rank. Watch too for the parallel track against pro-Assad referrals: a court that convicts only one side of a two-sided referral list will be read that way inside the community it is meant to reassure.
