Sharaa tells the General Assembly the Golan stays Syrian, and hints a deal was nearly done
Syria’s interim president used his second UNGA address on 23 September to demand Israeli withdrawal and invoke Resolution 497. A day earlier, a Turkish state-aligned outlet quoted him saying the two sides had reached 90 per cent of a security agreement before Israel pulled back — a quote no wire has matched.
Ahmed al-Sharaa addressed the General Debate of the 81st session at UN headquarters in New York on Wednesday 23 September, his second appearance at the podium. UN News reported him saying the Golan “will remain Syrian land, and all annexation measures are null and void under the force of Security Council resolution 497”, a resolution UN News notes was adopted unanimously. AP, in copy carried by ABC, quoted him: “No attempts at imposing a fait accompli can undermine the legitimacy of our state, the sovereignty of our law, or the force of international law.” He also left a door open, telling the hall, per The Times of Israel, that “the opportunity for peace and security is available to those who wish to live in peace, a just peace that maintains the rights of all.” Al Jazeera reported he urged states to commit to the 1974 disengagement agreement that created the UN-supervised separation zone.
The speech carried two numbers: 1,200 Israeli land incursions into Syrian territory and nearly 300 people detained by Israeli forces. Both are the Syrian presidency’s figures, delivered from the UNGA rostrum on 23 September and reported by AP; no period was stated in the wire copy, Israel has published no comparable count, and we have not verified either. Separately, at an Atlantic Council panel in New York on Tuesday 22 September, Sharaa is reported to have said: “There were several sessions of negotiations with Israel, and we almost reached 90% of agreements,” before Israel pulled back or added conditions. That quote comes from A News, part of the Turkuvaz group and closely aligned with the Turkish government, and from an aggregator republishing the same copy. It does not appear in AP, Reuters, AFP or Al Jazeera versions of the event. From the same panel, AP reports a joke that is securely sourced: Sharaa said he had asked Trump why he does not give Israel New Jersey instead of the Golan.
Assessment: Two tracks are being run in public at once, and they do not reconcile. Damascus has been talking security arrangements since at least July — Sharaa told Al Jazeera’s Al Muqabala on 26 July that a deal was being worked with several countries participating, and Al Jazeera reported on 27 August that Foreign Minister Asaad al-Shaibani met Israeli intelligence officials in Jordan under US mediation. Yet through August the strikes continued: eight hits on the Abu Duhur runway on 19 August, a drone strike on a civilian vehicle in the south on 22 August. The “90 per cent” line is not evidence a deal nearly happened; it is evidence of who wants the failure attributed to Israel. Ankara’s alignment with the outlet carrying it is the tell. Check the Atlantic Council video before anyone repeats the figure.
