Where the Writ Thins

Two pipelines damaged in one day as Hasakah crowds spend a third Friday demanding the state arrive

The state oil company reported a hole near Homs and an explosion in southern Hasakah on 15 October. In Hasakah city, successive demonstrations are calling for government institutions to replace overlapping authorities.

The state-owned Syrian Petroleum Company announced two separate pipeline incidents on Thursday 15 October through SANA. On the Baniyas–Homs products line, a hole was found in the Hadida area west of Homs; Oday al-Satouf, head of the company’s media office, said crews isolated the affected stretch, secured the area, closed valves either side of the damage and began repairs. Al Jazeera reported the cause attributed to fuel theft. Hours later, an afternoon explosion struck the Jbessa gas pipeline in the Al-Arbeidi area of southern Hasakah province, roughly 60 kilometres from Al-Shaddadi, which the company described as a sabotage attack. Neither SANA nor the company named a perpetrator, and the sabotage characterisation is the operator’s own. Arab News carried the Hasakah blast as the latest in a run of attacks on energy infrastructure.

In Hasakah city, three successive Friday demonstrations have made the same demand in different registers. On 2 October a march from the Abu Bakr al-Siddiq Mosque in Ghweiran to Governorate Square, billed “Friday for the Restoration of Sovereignty,” called for the extension of state authority, an end to overlapping security and administrative authorities, the reactivation of courts and municipalities, and an end to quota-based appointments; Shafaq News put the turnout at dozens, Enab Baladi and The New Arab at hundreds. A second followed around 9 October. On the “Friday of the Syrian Flag,” Asharq Al-Awsat reported marchers carrying national flags and photographs of SDF detainees, chanting “One, one… the Syrian people are one,” and adding demands for the release of the forcibly disappeared and for local men to be allowed to join the internal security forces.

Assessment: These are the same deficit measured two ways. A pipeline that can be tapped for fuel west of Homs and blown up in southern Hasakah on the same afternoon is a map of where the government’s physical control ends; the Friday crowds are a map of where its administrative control has not yet begun. The protest wave is credible precisely because outlets with opposing alignments — Enab Baladi, Shafaq, Asharq Al-Awsat, The New Arab — report it consistently, even as turnout figures diverge. Treat the counter-accusations with care: claims that SDF-linked youth groups are assaulting flag-raisers are activist allegations relayed by opposition-leaning media. The unresolved question is which text the protesters want enforced — the 18 January ceasefire or the integration agreement dated 29 January.
