Moscow and the Phones

Sisi addresses the Russia–Africa summit while his foreign minister works a crisis Cairo will not name

The president flew to Moscow on Wednesday for the third Russia–Africa Summit. In the same 48 hours, Badr Abdelatty made four bilateral calls about what the foreign ministry calls only “a possible escalation.”

Presidency spokesman Ambassador Mohamed El-Shennawy said Sisi left Cairo on 28 October to lead Egypt’s delegation to the summit, his third participation in the series after Sochi in 2019, which he co-chaired during Egypt’s African Union chairmanship, and St Petersburg in 2023. He was scheduled to deliver Egypt’s plenary address on Thursday morning and hold bilaterals on the margins, Putin among them. The Kremlin’s announcement describes the summit as co-chaired by Putin and AU chair Évariste Ndayishimiye of Burundi, with representatives of almost 50 African states; Russian presidential aide Yuri Ushakov put confirmed participation at 48 countries, according to Africanews on 26 October. At the time of writing this desk had not established the content of the bilateral, whether El-Dabaa financing, wheat or arms were raised, or whether anything was signed.

The second track ran from Cairo. Abdelatty spoke separately on 27 October with Saudi Foreign Minister Prince Faisal bin Farhan and the UAE’s Sheikh Abdullah bin Zayed, and on 28 October with Türkiye’s Hakan Fidan and Greece’s Giorgos Gerapetritis. The foreign ministry’s framing, relayed by Xinhua, is that the ministers reviewed efforts to contain “the current crisis” and “the growing risk of escalation in recent days.” Middle East Monitor, citing Anadolu and the Egyptian ministry, reports the calls stressed coordination through a four-way ministerial mechanism involving Türkiye and Pakistan. Every Egyptian-sourced account in this sweep uses the ministry’s deliberately unspecific language and names no party. This desk could not establish what the escalation refers to, and declines to guess.

Assessment: Resist the reflex to read Moscow as a signal to Washington: Egypt attended the previous two summits under different US administrations, and nothing in the reporting frames this trip as a rebuke. The more interesting object is the four-way mechanism. Pakistan’s presence alongside Egypt, Türkiye and Saudi Arabia does not map neatly onto the Gaza or Iran files, and a ministry that wanted credit for mediation would normally name the parties. It has not. When Cairo briefs this vaguely it is usually because the mediation is unfinished or because one participant has not agreed to be identified. Both explanations are worth more than a guess at the file.
