Nothing on this desk between 25 and 28 September was established as primary reporting. What surfaces instead on a September 2026 keyword search is months-old vendor research, an advisory with two dates, and a year-old acquisition story still sitting at the top of results.

Positive Technologies' H1 2026 Gulf research reached readers last week through at least three regional outlets carrying two mutually exclusive headline claims. Neither the sample size nor the reporting period travelled with them.

The Iran and Israel cyber material surfacing with recent-looking framing this week is five to nine months old. The recycling matters because it sets the baseline readers carry into whatever happens next.

This desk found nothing established in the 19–22 September window. What it did find was a ranking problem: anonymous-sourced material from late August and early September circulating as though it were current.

A machine-readable daily bulletin dated 18 September carries four industrial-security claims, none of them attributed. The one about a Midwest water treatment plant is the kind that gets welded onto the Iranian water-sector narrative without anyone checking.

Axios reported Meta’s disruption of an Iran-linked AI influence operation on 27 August. Three weeks later it is circulating again, and a separate Meta takedown from March is easy to mistake for it.

A statement attributed to AWS marks the first acknowledgement by a major American technology company of permanent data loss caused by Iranian military action — kinetic damage to the infrastructure the information war runs on.

Tehran says it absorbs up to 180,000 external cyber incidents a day. Israel says it logged 4,800 in a month. A channel calling itself APT IRAN says it darkened AT&T in Texas. None of the three has been independently verified.

Between Sunday and Thursday, searches scoped to the window surfaced exactly one in-window primary document and one aggregator post. Everything else marketed as September news was two weeks to seven months old.

Middle East Eye’s report on Turkish ministers' phones says “suspected.” NBC’s says “sources say.” Neither hedge survives the trip through aggregation.

The week’s loudest cyber story rests on an assertion by an Iran-linked group, a denial by a named company, and no published evidence from either side. It is being read as an incident anyway.

The “Bad Connection” study was published on 8 May. It is being shared now with fresh framing and no publication date attached, which is how background becomes breaking news.

A US open-source aggregator recorded nothing new in the cyber column for the 12–15 September window. After seven months of continuous incident reporting, an absence is worth as much scrutiny as an event.

A sweep of the search index returns Handala breach claims from March, April and May 2026 as current results. Trellix, meanwhile, concedes it cannot say which Iranian operators are still active.

The alerts went out in August, in a batch Middle East Eye says reached users in 110 countries. Ankara says the attempts failed — an assessment no one outside the Turkish government has tested.

An advocacy group recirculated a Meta takedown disclosed on 27 August with account numbers that conflict with earlier reporting. Israel’s desalination shutdown, read by some as an attack, was ruled out as one by the Water Authority.

NBC News reported on September 2 that Iranian attempts against US infrastructure had failed. By the weekend the word “attempted” had fallen out of the chain, and no agency has put its name to the claim.

A July 22 CISA advisory is being repackaged with September datelines. Everything else on the desk — shutdown data, hack-and-leak incidents, wiper activity — predates the window by months.

The only thing new in the 4–7 September window is the recycling mechanism: a US government warning first published in April is circulating as a current alert, on top of a single anonymously sourced NBC story from 2 September.

Trackers refreshed inside the window carry incidents from February. The most-cited capability profiles carry no publication date at all. The distinction between a claim, an assessment and a confirmed event is where this file is weakest.

NBC News reported on September 2 that Iranian hackers had probed US telecoms, energy and water systems, sourced to four anonymous people. By September 5 the claim was circulating as new, carried by broadcast segments and an SEO explainer that had done no reporting at all.

CSIS counts Iranian-linked targeting of US water systems in at least 12 states, nine publicly confirmed. The most severe outcome on record is a pump station shutdown in Georgia. The campaign is real and wide; its effects, so far, are not.

A seller on a leak forum advertised Israel’s national population registry as a fresh 7.5GB haul. Analysts confirmed the records are real — and that they date from roughly two decades ago. The check-digit method used to establish it is worth understanding.

NBC News reported on 2 September that Iranian hackers had targeted US water, telecoms and energy systems and failed. Three days later, CISA, the FBI, the White House and the CIA have all declined to put a name to it.

Six outlets picked up the NBC report without adding reporting. At least one dropped both qualifiers from the headline — and a large body of April-to-August material is separately circulating as if it were this week’s news.

NBC News reports Iranian probing of US water, telecom and energy systems, sourced to four people with no name attached. Three federal agencies said nothing on the record.

An indictment from mid-August, a reward reissue from March and an FBI wanted notice from earlier still are being flattened into a single story, timed to the week’s infrastructure scare.

NBC News reported on 2 September that Iranian hackers have been probing US telecom, energy and water systems. No US agency confirmed it, no incident was named, and the only document anyone can point to is a Telegram threat.

The Internet Society’s tracker carries a figure dated to the last day of August. The last hard reading on Iranian connectivity is four and a half months old.

A July incident at a small generator, disclosed in late August through unnamed sources, is circulating as an Iranian attack. The government has confirmed only that it is briefing the energy sector.

The incident that dominated cyber feeds this weekend happened in July, was broken on 22 August by one newspaper citing one unnamed source, and has never been attributed on the record by the NCSC.

The blackout ran four months and eighteen days and produced the only hard numbers this desk has. The restrictions that outlasted it have produced none.

Axios reported on 27 August that Meta broke up an Iran-linked operation using generative AI against politicians and journalists. No account count, no target countries and no attribution granularity have surfaced in the reporting.

The Cloud Security Alliance’s 28 August briefing placed both inside a single 24-to-48-hour window and called it a capability demonstration. Neither event happened when the framing says it did.

This desk’s sweep of 26–29 August surfaced no confirmed cyber, information-operations or censorship event inside the window. What it did surface was a set of months-old stories circulating with fresh-looking dates, and one unconfirmed British attribution nobody has put a name to.

The claim that Iran-linked hackers took a UK electricity generator offline for four days rests on a single unsourced Telegraph account. The only on-the-record government statement neither confirms the incident’s severity nor names a culprit.

Two of the most striking cyber items published between 25 and 27 August — an AI-agent intrusion into Asian government systems and a review of a “rogue” agent swarm — reached readers through aggregators, with victims unnamed and the source documents unread.

Five outlets published between late 26 and early 27 August on a new backdoor and reverse SSH tunnelling by the actor Symantec calls Tortoiseshell. All five appear to sit downstream of a single threat-intelligence post.

Six outlets have carried the report of an Iran-linked shutdown of a British power generator. None names the originating source, none names the plant, and no NCSC, Ofgem or operator statement surfaced in this desk’s sweep.

The UK government confirms a cyber incident at a small-scale energy site in July. It has not blamed Iran. Every outlet that has is working from one unnamed source in one newspaper.

TheMarker reports the data sat on soldier-built applications made with AI tools, and came down only after a journalist called. No adversary required.

The Telegraph reported that Iran-linked hackers forced a small UK power-generating facility offline for four days last month. The government has confirmed an incident and denied any wider risk — but has not endorsed the attribution.

A campaign against internet-exposed water controllers has touched at least 12 states and, per the New York Times, more than 100 facilities. No federal agency has attributed it — and Donald Trump has publicly rejected the Iran attribution anyway.

Rest of World’s 24 August report on Abu Dhabi’s AI-versus-AI cyber posture is new. The figure at its centre has been circulating since May, with no published definition of what counts as an attempt.

The Telegraph reported at the weekend that hackers affiliated with Iran shut down a small British power generator for four days in July. The British government has confirmed an incident at a small-scale generator and denied any risk to the wider system; no official body has named Iran. Nine outlets carried the story within thirty-six hours, all of them citing the same unnamed source, and the certainty grew with each retelling. It landed the day before Scott Bessent’s Monday press conference announcing what he called the greatest campaign of coordinated economic isolation in history.

The water-utility intrusions, the Iranian internet blackout, the Citizen Lab telecom report and a clutch of undated vendor dashboards are all circulating as current. None of them broke in the past 72 hours.

A joint advisory issued Sunday describes impersonation of known reporters and fake video-call links, with no named actor, no target count and no malware — the capability described is social engineering, not intrusion.

Searches scoped to August 2026 return a water-utility story from 1 August, an ICS advisory from late July, a Citizen Lab telecom report from May and undated vendor dashboards — all being read as current activity.

Israel’s security service and its national cyber directorate issued a joint warning on Sunday. It is an official statement, not a documented incident, and an automated risk-scoring site has already added details Haaretz never reported.

TechCrunch’s 14 August explainer on the US water-utility intrusions still calls the attacks “allegedly carried out by Iran.” Two weeks after the first alerts, the number of affected states has drifted upward without anyone in Washington fixing it.

A TechCrunch report on Iran’s nationwide internet shutdown returns repeatedly in queries scoped to August 2026. Its internal evidence dates it to the second week of January.

Foreign Policy ran the twelve-state figure on 13 August. The figure is roughly a week old, the count moved from seven to twelve in about that time, and no headline in the record asserts a physical effect on any treatment plant.

Citizen Lab’s telecom-exploitation report is three months old, the Haaretz hack-and-leak series ran between January and May, and the Iran shutdown paperwork is from winter. None of it is carrying a visible date as it circulates.

Between 24 July and 11 August the reported count of US water utilities hit by intrusions grew from seven states to twelve. The primary federal document, as published, attributes the activity to “malicious cyber actors” and stops there.

Four of the Israel-facing cyber items circulating in the current window were reported between 7 January and 4 May 2026. The freshest connectivity measurement available for Iran is three months old.

NPR’s 12 August report puts operating technology at more than 30 Minnesota water systems inside a late-July wave and quotes officials who suspect Iran. The two federal documents behind the story do not agree on who did it.

Most of what circulated on this beat between Monday and Thursday was an unconfirmed assertion, a vendor distribution or months old. The one non-commercial dataset published this week remains unopened here.

The same intrusions at US municipal water systems are being carried simultaneously as an open inquiry into Iranian involvement and as a settled government attribution. Nothing in the retrievable record resolves which is right.

The window produced no new platform influence-operation report and no new surveillance-vendor finding. What is moving through feeds is spring material with recent crawl dates, including one paid newsletter misdating its own brief.

Most of the cyber material circulating with the water story predates the water story. The dates matter, because the sequencing is the strongest part of the case and the recirculated numbers are the weakest.

A joint FBI-EPA-CISA warning on 30 July described degraded water operations at US utilities. The Iranian authorship being reported around it has not been stated on the record by any agency.

At a Cabinet meeting on Friday, the president said “I think that Minnesota is behind it.” The FBI, EPA and CISA had issued their warning the day before without naming a state or an actor.

Anonymous officials told three networks the tradecraft looks Iranian. No US agency has said so on the record, and Trump used a Cabinet meeting to reject the idea outright.

CISA’s PLC advisory is the strongest document in the file and the only multi-agency, on-the-record source naming Iranian-affiliated actors. Neither of its dates falls inside the past week.

Two US networks report a multi-state intrusion campaign against municipal water systems; the Washington Post reports the President publicly rejecting the Iran attribution circulating around it. What the intruders actually did remains unestablished.

The CISA advisory framing coverage of the water intrusions carries an identifier and a filing number that both point to early April 2026. Its own title calls it an update.

CISA’s AA26-097A, refreshed on July 22, names specific Rockwell, Schneider and Siemens controllers. No one has said whether any of the Minnesota utilities ran them — which is the difference between a pattern and a link.

A Cloudflare retrospective, an Israeli official’s month-old “surge” claim and a Palo Alto living document are all in circulation as current reporting on the 2026 cyber conflict. None of them describes this week.

The most citable document this desk found on Iranian cyber operations is a CISA advisory from roughly a week ago. The most quotable number is a security vendor’s running tally that does not separate claims from confirmed incidents.

The joint advisory AA26-097A was revised on 22 July to add detection guidance and two new PLC manufacturers. It documents a campaign that began in November 2023 — not a new intrusion this weekend.

The Forbidden Stories–Amnesty consortium published its Moroccan whistleblower investigation on 16 July. It is circulating this weekend as though it broke this weekend.

An advisory first published in April was updated on 22 July to cover three controller manufacturers instead of one. The technique it describes involves no vulnerability and no patch.

The persona Handala says it took IranWire’s correspondence and handed it to Iranian intelligence. SOCRadar marks the claim unverified — and a separate report circulating this week has an attribution problem.

Three-quarters of Iranian users are routing around the national internet. The official who presented the number told a Tehran seminar the policy has been left with no legitimacy at all.
