Speaking to military cadets on 17 October, the president ruled out another amendment and dismissed reports he is grooming a relative — then opened a week-long managed consultation forum in the New Administrative Capital.

The Fund aims to close out the $8bn programme by December. Canal revenue recovered 23 percent last fiscal year on an assumption about the Red Sea that the past fortnight has unsettled.

Abdel Fattah el-Sisi told state television on Saturday that Egypt is ready to take any measure Riyadh asks of it. His parliament was summoned to an emergency session on Sunday, then pushed the question to Monday. It is being asked in the fortnight that Suez container traffic finally crossed half of its pre-disruption volume, and the month a $5.4bn Saudi deposit at the central bank matures. Egypt is being invited to fight for a sea lane it has only just begun to earn from again.

Sisi asked parliament for authorisation to send military assistance if Riyadh requests it. The House postponed the discussion to Monday, and the scope of what is being authorised has not been published.

Clarksons data relayed by BIMCO show weekly transiting capacity at 753,000 TEU in early October. Carriers are returning to the canal while the war that emptied it widens.

A senior Fund official said in Bangkok that Cairo must accelerate reforms shrinking the state’s role in the economy, and that governance and transparency will be raised in the final review of the $8bn programme. Wanting to close a review is not the same as having passed one.

The dollar closed at 53.18 pounds on 14 October, according to central bank data, on a day foreign investors sold a net EGP 5.8bn of treasury bills. The balance of payments shows why the currency is exposed.

A single Friday session in New Cairo produced three different stories in three different outlets — and no verified transcript. What was said is clearer than what was meant.

Bloomberg reports the IMF aims to wrap up the final review of Egypt’s $8bn facility by year-end. The Fund’s own staff-report title shows what the last round of reviews looked like.

The Fund’s own March staff report said the eighth and final review of the $8bn programme would be completed on or after 15 September. Talks have not started, and officials in Bangkok have now attached governance and divestment conditions to them in public.

BIMCO, using Clarksons Research data, put weekly container capacity transiting the canal at 753,000 TEU in the first two weeks of October against 1,457,000 TEU in the same weeks of 2023. The trough average was 141,000.

The Central Bank’s FY2025/26 balance of payments release shows record remittances financing a current account deficit that grew by nearly half. Five consecutive sessions of depreciation followed.

The canal’s recovery is real in the central bank’s audited figures. Whether it is a Red Sea normalisation or a windfall from the closure of Hormuz determines how long it lasts.

The president ruled out constitutional change, denounced “psychological warfare” and denied hidden ambitions in Sinai — in the same 48 hours that Benjamin Netanyahu confirmed on Israeli television that Egypt’s then intelligence chief landed in Israel 11 days before 7 October 2023.

The Central Bank’s FY2025/26 release shows a $2.8bn overall surplus sitting on top of a $22.5bn current account deficit, closed by a $23.2bn financial-account inflow the release does not break down.

The Suez Canal Authority says 166 large boxships transited in the last quarter against 16 a year earlier. It also says the canal earned $4.67bn last fiscal year — a figure the Central Bank and the prime minister both contradict.

The Central Bank booked a ninth straight monthly record at $57.35bn. The headline gain was $134m; the foreign-currency leg rose more than thirteen times that.

Egypt joined Turkey, Pakistan and Saudi Arabia on 12 October in backing Saudi “legitimate measures” against Houthi attacks. The Suez Canal’s entire recovery rests on the assumption that Houthi targeting is narrowing.

September inflation fell on paper and rose in the shops, and net reserves added just $133.7m in the month — the first data points on how Egypt intends to fund 2027 without a Fund programme.

August transit revenue reached $567.1m against $326m a year earlier. The rebound tracks the diversion of Gulf traffic, not the return of carriers to the Red Sea.

Addis Ababa gave an Egyptian diplomat 48 hours on 1 October and Cairo reciprocated within the day. Three days later Sisi signed a four-nation declaration that named no one and was aimed at one state.

The Egyptian president was welcomed at Istana Negara on 10 October, one year to the day since the Gaza ceasefire took effect and three days before the anniversary of the Sharm el-Sheikh signing he co-chaired.

The October Macro Poverty Outlook lifts FY2025/26 real GDP growth by 0.8 points and forecasts 4.3 percent for FY2026/27 — in the same month the IMF’s Extended Fund Facility is due to run out.

A first four-way summit at New Alamein, reciprocal expulsions with Addis Ababa and a presidential line that Egypt’s river share is “not negotiable” have merged two files Cairo used to run separately.

The Central Bank reported $57.35bn at end-September. In the same week the prime minister put the Suez shortfall at more than $6bn a year, with the IMF programme expiring on 15 December and nothing named to replace it.

Today marks a year since the Gaza ceasefire was announced in Egypt. Israeli operations have continued at reduced scale, and Cairo’s reconstruction conference — the instrument that would give its mediation durable weight — still has no date.

The Central Bank put net international reserves at $57.35bn at end-September. The composition of that number, and a Saudi deposit falling due this month, decide what it is worth.

Canal chairman Osama Rabie reports 9,602 transits and just under $3.5bn in dues for January–August. The trade press says the recovery rests on the Strait of Hormuz being shut.

The Central Bank’s September print added $133.7 million while foreign-currency holdings rose $1.74 billion — a composition shift that nine months of record headlines have not been tested against.

Osama Rabie put August takings at $567.1 million from 1,358 transits. Net tonnage rose twice as fast as vessel numbers — and part of the traffic is tankers displaced from more dangerous routes.

Ethiopia gave Ahmed Moharam Ahmed Soliman 48 hours to leave without stating a reason, hours after severing ties with Eritrea. Egypt responded “in line with the principle of reciprocity”.

Addis Ababa accused Egypt, Eritrea and Sudan of backing the TPLF and shut its embassy in Asmara. Three days later all three leaders were at a summit hosted by Sisi.

A minister put canal-driven growth up 23 percent; the prime minister put annual revenue more than $6 billion below where it was. Both are true, and the difference is the baseline.

The Alamein Joint Declaration of 4 October binds Egypt, Eritrea, Somalia and Sudan to a doctrine that excludes landlocked Ethiopia from Red Sea governance. On the same day, Mostafa Madbouly put a far narrower, more negotiable argument on the record.

August transit receipts of $567.1m were up 56.7% year on year and still annualise to roughly a quarter below the pre-crisis peak. The $8bn Extended Fund Facility expires on 15 December, and nobody has said what follows it.

The four leaders issued a joint text on Red Sea governance and Nile rights on Sunday, and agreed to a ‘periodic joint mechanism' whose security content is the unanswered question.

The Fund says the final review lands in the fourth quarter. What happens on 16 December to the Gulf deposits underwriting the arrangement is the question nobody has answered on the record.

The Fund says the final reviews under Egypt’s Extended Fund Facility and Resilience and Sustainability Facility should close in the last quarter of 2026, releasing roughly $2.3 billion. What follows the programme is unestablished.

The maritime analytics firm Windward counts containership transits up 59% between March and September 2026. Of 215 transits by owners the Houthis previously threatened, only ten broadcast AIS.

The president chairs the 8th African Union Mid-Year Coordination Meeting in New Alamein today, two days after launching a government website inviting Egyptians to submit proposals to a six-day state achievements review.

Ethiopia declared an Egyptian diplomat persona non grata on Thursday under the Vienna Convention; Egypt answered within a day. Neither foreign ministry has put a cause on the record, and Egypt’s half of the story rests on one unnamed briefer.

The Central Bank’s net international reserves stood at $56.29bn at end-July, a ninth consecutive stretch of accumulation. What the headline number is made of — earned foreign currency, Gulf deposits or portfolio money — is the part nobody publishes.

The president announced “Egypt Forum 2026” on 1 October, eighteen days before it opens, with public registration and an invitation to submit proposals. No outlet outside Egypt has reported it.

The Suez Canal’s September traffic figures and the central bank’s August foreign-asset print are both due. Until they land, the 2026 normalisation narrative rests on mixed bases and headline arithmetic.

Prime Minister Mostafa Madbouly said in September that preparations had begun for a national conference called by President Abdel Fattah al-Sisi. The test is whether the state’s own balance sheet is shown, and at what level of detail.

Country Report 26/069 combines two reviews, rephases access, extends the arrangements, waives a missed performance criterion and modifies others. A newer report, 26/224, has surfaced with its subject unestablished.

The president convened an expanded meeting at Strategic Command headquarters in the New Administrative Capital on Tuesday and said such gatherings should now be held regularly. The guest list is the message.

The figure came with no base year, no methodology and no Suez Canal Authority document behind it. The Authority’s own published numbers point the other way.

End-September is the test date for the Fund’s eighth review of Egypt’s programme, and for two structural commitments on arrears reporting and central bank remediation. Neither document has surfaced.

Madbouly called Nile water security an “existential issue” and rejected management by fait accompli. The escalation is in the framing, not in anything Cairo has done.

Egypt’s prime minister told UNGA 81 that Nile water security admits of no compromise and called for a legally binding basin agreement. The speech is the public face of a messaging campaign that began at a Cairo briefing a week earlier.

Admiral Osama Rabie’s August figures show a steep year-on-year recovery. The daily transit average underneath them shows how far the canal remains from where it was before the Red Sea disruption.

Planning Minister Ahmed Rostom gave rating-agency representatives a 5.2–5.4% target for the coming fiscal year. The Fund’s July projection for the same period was 4.4%.

Osama Rabie’s August figures show carriers returning to the canal. The westbound routes that have not returned, and the tankers rerouted by a closed Hormuz, are the qualifiers.

The prime minister framed water security as existential at UNGA 81. The fight is no longer over the dam Ethiopia has already built, but over the three it plans next.

The Atlantic reports that Abbas Kamel flew to Israel on 26 September 2023 to warn of a coming Hamas escalation. Israel’s national security adviser at the time denies the visit happened at all.

The Central Bank kept policy rates unchanged on Thursday for the fifth meeting running. Two IMF structural benchmarks and one Gulf repayment all land before the month ends.

Suez Canal Authority chairman Osama Rabie put August income at $567.1m and told an Alexandria audience the waterway was safe. The traffic series he did not lead with shows the recovery is still barely half-finished.

An Egyptian irrigation ministry briefing reported by The National recast the dispute around Ethiopia’s plans for three more Blue Nile dams, and around language in Addis Ababa about “controlling” the river.

Water minister Hani Sewilam told foreign correspondents in Cairo that neither the dam’s completion nor the passage of years amounts to Egyptian consent. Nothing operational was announced.

The Central Bank printed a 28.1 per cent year-on-year rise on Monday. It is the third consecutive print in which the level rose and the growth rate fell.

The Suez Canal Authority reported $567.1m in August against $326m a year earlier. Net tonnage grew twice as fast as ship numbers — the returning traffic is larger than what left.

The New Arab reports, on unnamed economic sources, that Egypt wants a Saudi central bank deposit rolled over or converted into equity. No Egyptian or Saudi institution has confirmed the talks.

Osama Rabie gave the Suez Canal Authority’s August figures in Alexandria on 20 September. The vessel and tonnage numbers reconcile; the revenue comparison does not.

Hani Sewilam’s 21 September remarks, carried by RT Arabic, came as Egyptian officials shifted from arguing technical harm to arguing that Ethiopia is claiming the right to allocate a shared river.

Water Minister Hani Sewilam used a Sunday briefing to lay out Egypt’s most detailed public scarcity argument in months, paired with a warning that “all legitimate options” remain on the table. The figures are the government’s own.

A reassurance statement moved on 21 September alongside an explainer on the canal’s “recovery”. The mechanism behind any recovery is disruption at Hormuz, which makes it someone else’s war and reversible on a ceasefire.

The CIA director’s unannounced Sunday visit was disclosed by the Egyptian presidency, which supplied both leaders' lines. No American account of the meeting has appeared.

Official data show canal traffic up sharply on last year as carriers reroute. A corrective-action report the Fund set for end-September falls within nine days.

A consultancy’s modelled share of Asia–Europe container capacity, not a Suez Canal Authority count — and the recovery is being carried almost entirely by ships heading back to Asia.

The most recent hard figures on Suez revenue and Egypt’s external position predate this window by weeks or months, and the two series that matter most are routinely conflated.

The Egyptian president used a public appearance reported on 18 September to reject the charge that the army has absorbed the state — a formulation he has rarely answered directly. As of publication the remarks rest on a single outlet.

Egypt used the 16 September visit to restate its opposition to Palestinian displacement, two months before Palestinian elections. The displacement language was aimed past Abbas.

The Egyptian president met Mahmoud Abbas in Cairo on 16 September, the same day Israel’s defence minister said it was only a matter of time before full-scale war resumed in Gaza. The quotation attributed to Sisi reached the wires through the Palestinian Authority’s own news agency.

The Saudi crown prince’s two-day visit produced Red Sea security language and no disclosed deposit or investment figure. A day later, AP reported that Saudi Arabia, short of interceptors, had approached Egypt among others for air-defence help.

The Palestinian Authority president met Egypt’s president on Wednesday with Gaza, the ceasefire and factional reconciliation on the agenda. What was agreed rests on one side’s readout.

Canal revenue is up 29 percent over seven months and reserves have passed $57 billion for the first time. Neither figure settles the question the Fund has asked Cairo to answer by end-September.

The Saudi crown prince met Sisi on Tuesday under a maritime-security banner. No money was announced — and the shipping threat the wires attribute to the visit remains unconfirmed by this desk.

The pound gave back part of its summer gain in six days, core inflation firmed, and the central bank’s own debt-service bill for the coming year now exceeds the banking sector’s entire net foreign assets.

Canal revenue rose 42% year-on-year in July to $505 million, the best month since December 2023, as the Iran war and Red Sea risk reshaped where ships choose to exit the Gulf. The authority’s chairman now projects $5.8–6.0 billion for the calendar year.

The Central Bank’s end-August release shows a record headline figure. Every dollar of the increase came from revaluing gold and SDRs; actual hard currency in the reserve declined.

Bloomberg reported July canal revenue up 42% year-on-year and 1,340 transits, with the Suez Canal Authority’s chairman forecasting up to $6bn for 2026 — still 41% below the 2023 record.

CAPMAS put urban annual inflation at 14.5% in August, down from 14.9%. The Central Bank’s core series moved the other way, to 14.9% from 14.7% — the crossover, not the headline, is the number to watch.

Sisi sat in the New Delhi closed session on Saturday as eleven governments, Iran and the UAE among them, adopted text opposing the forced transfer of Palestinians out of Gaza. Cairo also asked the bloc for cheaper money and for the chair.

CAPMAS data confirm the strongest monthly canal revenue in more than two and a half years. On a 36-year series, the same number sits only marginally above the long-run median.

Official CAPMAS data show canal income of $505 million in July, the best month since December 2023. The mechanism behind it is a war Cairo does not control.

The Central Bank’s own releases show the external buffer and remittances at all-time highs. Neither has stopped the currency weakening, and the IMF programme expires in December.

The Central Bank reported $57.214bn in net international reserves at end-August, a 48th consecutive monthly record by one count — but the hard-currency component of the pile shrank over the month.

Lloyd’s List Intelligence records weekly canal traffic at levels last seen at the start of 2024. The IMF has cut Egypt’s 2026 growth forecast citing the oil prices produced by the conflict now driving ships back through the Red Sea.

Net international reserves hit $57.214bn at end-August, but the increase came from revaluing the gold component; the foreign-currency holdings inside the total went backwards.

Lloyd’s List Intelligence recorded canal traffic elevated for a second consecutive week on 3 September. Reports of renewed missile activity circulating on 8–9 September have not been confirmed by any wire.

The Central Bank put net international reserves at $57.214bn for August. Whether that record reflects dollars arriving or gold repricing is the distinction Cairo is not drawing.

Two of the strongest-looking Egypt stories of the week exist at headline level only, with no wire copy, no official statement and, in one case, no confirmed underlying crisis.

The Central Bank reported net international reserves of $57.21bn, the highest on record. The entire increase came from gold and SDRs; the foreign-currency component shrank.

July monetary data released on 5 September shows a improvement that looks far larger in Egyptian pounds than in hard currency, with the IMF facility due to expire in December.

The central bank reported banking-sector net foreign assets of $28.418bn for July, a fourth headline record in a sector where four different series are being reported as one. The harder number is the exchange rate the IMF uses to assess Egypt’s 2026 targets.

Lloyd’s List Intelligence reports a second consecutive week of elevated traffic through the Suez Canal. The Suez Canal Authority has announced the carriers' return three times since December.

The Central Bank’s July external-position data, published Saturday, shows net foreign assets at $28.418bn. The arithmetic underneath the headline is doing more work than the inflows.

Suez Canal Authority chairman Ossama Rabie told an IMF mission in December that FY2026/27 revenue would reach around $8bn. Nobody has revised it since the Houthis blockaded Saudi Arabia in July.

Lloyd’s List Intelligence counted 290 transits at the northern chokepoint in the last week of August — 30% above 2025, and still 36% below normal. The recovery is real and structurally incomplete.

The first Chinese state visit in a decade produced a deepened partnership on paper. CAPMAS figures show Egyptian exports to China at $840.8m in the first half of 2026 against $10.4bn of imports.

Xi Jinping’s first Egypt visit in a decade produced a joint communiqué, a new phase of the Chinese industrial zone on the canal, and — on one English-language account — Chinese language on Egypt’s Nile water access.

Egypt’s net international reserves hit $56.29bn in July on a 47-month rising streak. The Fund’s arrangement runs out on 15 December, and the Suez Canal Authority’s own revenue guidance now requires a 71% jump.

The first Chinese state visit to Egypt in ten years produced five formal agreements, more than twenty cooperation documents and no published price. The one hard number in the file belongs to Chinese customs.

A single line in the China–Egypt joint statement backs protecting Cairo’s access to Nile waters. It is the most consequential sentence of the visit and the one least likely to bind anybody.

Confirmed: the arrival, the protocol, the 70th-anniversary staging. Not confirmed: any of the agreements Egyptian media say will be signed on Wednesday.

Four quarters at the second quarter’s pace lands around $5bn. The Suez Canal Authority’s own projection for FY2026/27 is eight.

US Central Command says it struck Iranian launchers dispersing sea mines in the Strait of Hormuz on 30 August. Egypt’s canal authority chose the same week to say container traffic is rising, without publishing a number.

Country Report 26/69 requires Egypt to deliver a final status report by end-September on a corrective action plan, including any regulatory breaches identified. Disbursements now total $7.3bn.

Al-Monitor reported on Sunday that Karadobi, Mandaya and Beko Abo together would generate more power than the dam Egypt spent a decade failing to stop. The week’s other Nile story — a demand that Cairo pay for water — came from a former Ethiopian official, not the Ethiopian state.

The Suez Canal Authority’s own carrier numbers show ship counts approaching pre-crisis levels while cargo weight runs at a fraction of it. That gap, not the return announcements, is what the balance of payments will feel.

China’s foreign ministry, not Egypt’s presidency, put the dates in public. The visit lands in the final months of a three-year Egypt–China work plan that nobody has yet said will be renewed.

Egypt says it will not allow new Ethiopian dams on the Blue Nile. The projects remain at the planning stage, and Egypt’s own IMF-agreed water-governance deadline has passed without public confirmation it was met.

A sell-side scenario set published in Cairo on Friday ties the pound, the current account and a possible $4bn financing gap to a waterway 2,000km from Egyptian territory.

CAPMAS data show $1.26bn in Q2 receipts and 3,580 transits, of which 1,526 were tankers. The recovery is in crude reroutings, not in the return of the box lines.

CAPMAS figures show tanker transits and quarterly canal earnings recovering, but the driver is the shutdown of Hormuz rather than any return of safety to the Red Sea.

The Extended Fund Facility now expires on 14 December. Reserves are at an all-time high, growth is beating the Fund’s own forecast, and nobody in Cairo or Washington has said what follows.

The Egyptian presidency said only that Xi was coming “in the coming days.” China’s foreign ministry supplied the itinerary the same day: 30 August to 3 September, taking in the SCO summit in Bishkek and state visits to Kyrgyzstan and Egypt.

Canal receipts hit $1.26 billion in the second quarter, up 13% on the first. The recovery rests on tankers rerouted by a closure Egypt neither caused nor controls — and on destination data that is being deliberately falsified.
