The 60-day clock on the Islamabad Memorandum, signed on 17 June, runs out today. The only report of an extension rests on a single anonymous source relayed by a Turkish state agency; the only denial is equally unnamed. In the same week, Treasury Secretary Scott Bessent promised measures “like have never been seen in the history of economic isolation,” and Gulf officials told the Washington Post they are the ones paying for the war. What binds the strait is not the memorandum but the blockade, and that requires no signature.

One Turkish state agency, citing an anonymous mediation source, says Washington and Tehran consented to extend. A Pakistani daily carried an Iranian denial in the same week. Nobody has attached a name to either claim.

The Treasury Secretary said on Newsmax that measures “like have never been seen in the history of economic isolation” were coming this week. Hormuz traffic is at 17% of pre-conflict levels and Brent closed Friday at $88.52.

The Islamabad memorandum between Washington and Tehran runs out on Monday 17 August. The only report that it will be extended is four days old, anonymous, and comes from the mediator’s side of the table. The document itself has never been published in an official text, its first paragraph binds parties who never signed it, and one of those parties was being bombed on Saturday. What expires tomorrow is a piece of paper; the blockade, the damaged hulls and the empty shipping lanes are not on the calendar.

The Islamabad Memorandum is widely said to expire Monday. The single account of an agreed extension comes from Pakistani mediators speaking anonymously to Anadolu on 12 August, and neither Washington nor Tehran has confirmed it on the record.

Every published figure for traffic through the Strait of Hormuz this month measures something different, and none of the publishers is counting the same object. The gap between them is now larger than the movement they are trying to describe.

A Congressional Research Service summary dates the memorandum signed by Donald Trump and Masoud Pezeshkian to 17 June, and puts its safe-passage clause at sixty days only. Sixty days from 17 June is Sunday 16 August. The same document says the memorandum declared the removal of the US naval blockade — which CNN’s Friday live file reports is still in force. Across today’s edition the pattern repeats: instruments announced, performance unverifiable, and both sides content to let a date pass without saying what follows it.

The president told a Long Island audience on Friday he would declare the Strait of Hormuz American territory once the war ends. The record splits on whether he meant it.

The diplomatic fact of Friday was an absence: Iran and Oman have not agreed terms to reopen the strait. Meanwhile the traffic data everyone is quoting cannot support the weight being put on it.

Both governments spent Thursday asserting control of the same water. The only dated, falsifiable item in the file is a US Treasury waiver on Iranian-origin crude that runs out on 21 August, and nobody in Washington has said whether it will be renewed. Meanwhile the traffic evidence, thin as it is, points one way: the vessels still moving are largely using the route Iran authorises and the United States tells them to avoid. Everything else in the strait is a claim by a belligerent.

ADNOC’s statement, carried by UAE state media, is the freshest incident on the strait — and the only party publicising it is the one with the least to gain from advertising risk on its own export route.

It is the only hard date on the Iran desk. A renewal, a lapse or silence each move the oil price, and each says something different about where Washington thinks the talks are.

Donald Trump posted on Wednesday that the United States has “total control” over the Strait of Hormuz. Mohsen Rezaee, the new secretary of Iran’s Supreme National Security Council, had said the day before that the strait remains closed until Washington accepts Iranian conditions. Kpler counted eight vessels in the strait on Tuesday; Lloyd’s List Intelligence counted 45 transits in the first week of August against 63 the week before. The one figure neither government disputes is how little is moving through it.

Two commercial trackers put Tuesday’s transits at eight and eleven against a pre-war norm of 130 to 140 a day. Tehran says the strait remains closed on its own terms.

The Tihamah strike in Bab al-Mandeb would be the first shipping deaths of the war, but the vessel’s identity is described two incompatible ways and neither side has produced evidence.

The M/V Vela Nova is the third vessel disabled since the blockade was reimposed on 14 July. Every figure in the tally comes from the force that produced it.

Trump answered Tehran’s reparations condition on Monday with a claim of his own, posted to Truth Social. Iran’s foreign ministry says the American naval blockade must end first; its deputy foreign minister says the route agreed with Oman is temporary and runs partly through Iranian territorial waters. Brent settled at $87.72 and was trading near $88 early Tuesday, a fourth consecutive session of gains. Nothing either government has published describes how a ship would actually make the transit.

Both governments attached a compensation claim to the reopening of Hormuz on Monday. The market priced the distance between them; the US government’s own energy forecast still assumes a quarter that looks nothing like Monday’s print.

The Houthi campaign against Saudi Arabia is now being fought on Yemeni ground, in a government-held Red Sea port the group describes as a Saudi arms depot.

The man carrying the Oman file is being asked by the judiciary how he knows what he says he knows about the attack that killed Ali Khamenei — on the same day six new military commanders were named.

Tehran published two separate appointments for Mohsen Rezaei on 9 August — executive head of the Supreme National Security Council, and the Supreme Leader’s representative to it. Most wire coverage has run them together as one job.

Iran’s foreign minister told reporters in Tehran on Sunday that a navigation arrangement with Oman is in its final stages and does not mean Hormuz reopens. CENTCOM’s Monday tally put the number of commercial vessels it has redirected at 55.

On Saturday Iran’s Supreme National Security Council attached compensation, sanctions relief, an end to the blockade and a US withdrawal from the region to the reopening of the Strait of Hormuz — the terms it had previously reserved for a permanent settlement. Hours earlier its foreign minister had said the route talks with Oman were nearly finished. In between, a missile struck a vessel owned by Abu Dhabi’s state oil company, and the only party to name a culprit was the UAE government. Markets closed on Friday and have not yet priced any of it.

The Supreme National Security Council said Hormuz stays shut until Washington “corrects its behavior” — then listed compensation, sanctions relief and a US withdrawal from the region as the price of a waterway.

Abu Dhabi’s oil company confirmed the strike, reported no injuries and urged the public against unverified information. Its own government called it a “hostile Iranian attack” and “acts of piracy.”

Fortune reports Iran is asking five to seven percent of the value of cargo transiting Hormuz, and that Oman has floated about three. Trump says the arrangement is “moving along”; Qatar, the mediator, says the two sides are not talking directly. On the same Friday the US Treasury designated two digital asset exchanges it says Tehran uses to move money. The date nobody is quoting is 21 August, when Washington’s own waiver on Iranian-origin crude expires.

The mutual defence agreement was signed on camera on Friday. Iran International reports the text never once names a threat, and Iran’s foreign minister responded by calling it Muslim unity.

For the first time the Hormuz draft has a price attached to it, reported by Fortune. Washington designated two crypto exchanges the same day it said the deal was “moving along.”

The world’s shipowner associations wrote to António Guterres and the IMO on 3 August opposing compulsory transit charges in the Strait of Hormuz. They are the first party in this negotiation to put a signed, published document on the table; Iran, Oman and Washington have produced only anonymous officials and a leaked draft. Brent rose 3.8 percent on Thursday when the restrictive draft surfaced, having fallen about 8 percent on the week when a deal looked imminent. The rest of the edition runs on the same distinction between what was announced and what was confirmed — in Addis Ababa, in Juba, in Dirksen 226 and in twelve American water utilities.

Three accounts of the same Iran–Oman text circulated inside fifteen hours on 6 August. No government has published the document, and the oil market moved on the most restrictive version.

A senior Saudi official, unnamed, told Reuters that Iraqi militias coordinating with the Houthis are preparing strikes under IRGC guidance. The agreement due to be signed Friday has no published contents.

Tehran says a route through Hormuz has been fixed on a map; Washington says a deal is 48 hours away; Qatar says drafts are moving and nothing is on the books. On Wednesday the Houthis said they had hit a Saudi tanker off Yanbu, at the top of the sea Saudi Arabia started using when Hormuz shut. Neither corridor has a published text. The only instrument that has committed anything in writing is the Brent forward curve, and it is in backwardation.

Iran, Qatar and Washington each described a different process on Wednesday. The futures market described one process, and put a date on it.

Yahya Saree says ballistic missiles hit the tanker Wafa off Yanbu. No Saudi authority has confirmed it, and Yanbu is now the kingdom’s main way out.

Qatar’s foreign ministry confirmed on Tuesday that drafting language for a US–Iran agreement is circulating between intermediaries, and that no direct talks exist. The terms described by the New York Times and the Associated Press would route inbound ships through a lane Iran controls and outbound ships through a lane near Oman, with a charge attached that Iranian officials call a service fee and two regional officials call fees. Marco Rubio said last month that a deal handing Iran control of the strait would set a “very dangerous precedent”; the arrangement now being drafted does exactly that, and the enforcement behind his red line is thinner than it was in February. Nobody has published a text.

Doha’s foreign ministry spokesman put the existence of written language on the record for the first time, while also saying there are no direct US–Iran talks. Iran’s spokesman described a different deal from the one Washington is selling.

CNN reports the US has expended nearly four-fifths of its THAAD interceptors and about half its Patriots since February, with no Pentagon confirmation. An Artesh spokesman said on the record that Iran used the ceasefire to rearm.

For the second time in eight weeks, a strike on Iran was announced and then called off, and both cancellations were explained by an agreement only Washington describes. The only negotiation either side confirms is between Iran and Oman, and it is about managing transits, not ending a war. Enforcement in the Strait of Hormuz ran straight through the diplomacy: US Central Command says it disabled two vessels and boarded two more on Monday. The framework the reopening is meant to rest on exists publicly only because two outlets printed it from anonymous disclosure.

The 2 August cancellation was announced as progress toward an agreement. Within a day the President was calling Iran’s leadership “unbelievably duplicitous,” and CNN’s own blog records the same sequence playing out on 11 June.

GlobalSecurity’s Day 157 summary records that the missile and drone exchanges paused while enforcement in the strait did not. If the mines are still in place, reopening Hormuz is a minesweeping operation with a timeline, not a document.

Donald Trump says negotiations with Iran open today and that a Strait of Hormuz and “denuclearization” deal is imminent. Iranian state media has confirmed neither the talks nor the premise. Meanwhile the closure itself is porous: a tracker puts the strait at day 154 with ten transits on 23 July against a normal 88, and a maritime intelligence vendor logs two loaded tankers leaving dark on 1 August. What is being negotiated is not water but a price, a duration and an insurance regime — and the one reported figure for it is sixty days without fees.

Four outlets carry the same US-sourced claim that a joint US-Israeli strike on Iranian energy targets was called off on Saturday night ahead of negotiations beginning Monday. As of the last crawl, nothing from Tehran matched it.

A maritime intelligence vendor logged two unidentified loaded tankers transiting outbound with no AIS transmission on the same weekend Trump said a Hormuz deal was imminent. If dark transits are routine, “closed” is a price, not a fact.

Late on Saturday US Eastern time — the small hours of Sunday in the Gulf — Donald Trump said on Truth Social that he had called off a planned attack on Iran because the “perimeters” of a deal had been agreed, including the “Immediate, Complete, and Total OPENING OF THE HORMUZ STRAIT.” No Iranian principal has confirmed any of it. In the forty-eight hours before the post, Iran’s Supreme National Security Council secretary threatened to extend the closure to further waterways and UKMTO logged two fresh incidents off Oman. The announcement and the waterway are moving in opposite directions.

The Wall Street Journal says Trump has ordered a new attack on Iran as soon as this weekend. CNN and ABC News, working the same officials, say it is planning that could still be called off — and they name different targets. Tehran’s answer arrived in the declaratory register too: the Supreme National Security Council says it will tighten the Hormuz closure, and names American voters as the pressure point. Elsewhere in this edition: a Russian-aligned site is the only counter of fuel trucks into Bamako, one outlet is carrying Sudan’s heaviest air campaign of the war, and no US agency has named who reached into thirty water systems.

Three American outlets described the same decision on Iran within hours of each other on Friday, and each described it differently. All three rest on unnamed US officials.

Two separate Iranian military institutions announced strikes on two separate US-operated bases in Kuwait on the same day. Every damage figure comes from Iranian state bodies.

Iran’s Supreme National Security Council secretary said Friday that Tehran would harden its declared closure of Hormuz. A tanker was hit on the southern side of the strait the same night.

Egypt’s cabinet said on Thursday that a drone started Wednesday’s fire on two gas vessels at Damietta, on the Mediterranean approach to the Suez Canal. No state, militia or coalition has claimed it. The same day in Riyadh, forty-three delegations produced fourteen signatures on a maritime alliance whose founding text makes deployment a matter for each capital to decide. Hormuz, Bab al-Mandeb and now the Egyptian Mediterranean are contested at once, and the security architecture announced to cover them commits nobody to anything.

Cairo’s cabinet moved from an oil-ministry statement that named no cause to a preliminary finding of a drone strike in twenty-four hours. Attribution is still empty, and one Israeli outlet filled the gap in a photo caption.

Saudi Arabia announced a Multinational Maritime Defence Alliance for the Bab al-Mandeb on Thursday. The declaration makes participation in operations a sovereign choice, and two wire services cannot agree on who signed it.

On the same morning two wire services read the strait in opposite directions, while Tehran’s account of turning back two tankers omits every verifiable detail.

CENTCOM says it completed a “heavy wave of strikes” on dozens of IRGC targets at 10 p.m. Eastern Wednesday — five in the morning Gulf time on Thursday. It named no locations. The single account of where the ordnance fell is Iranian state media, relayed by CNN, and it names Bandar Abbas and Kish: the chokepoint city and an island inside the Gulf. On the command’s own accounting of its target categories, and on the market’s pricing of the week, this remains a war about a waterway.

The IRGC fired at American forces in Jordan on Wednesday’s Gulf dawn; the American “heavy wave” landed on the choke-point coast twenty-eight hours later. The target set says the war is still about the waterway.

Saudi Arabia’s defence ministry reported drones destroyed over the Eastern Province on Monday and Tuesday. A Sentinel-2 image from Monday shows smoke rising at Abqaiq. Both statements cannot be smoothed into one.

US Central Command said on Tuesday that Saudi and American aircraft struck Iran-aligned groups in Iraq, and Riyadh confirmed it took part in coordination with CENTCOM. Twenty-four hours earlier, Iran’s foreign minister had telephoned his Saudi counterpart about insecurity in the Strait of Hormuz. The Islamabad memorandum that both tracks nominally serve runs out of time on 16 August. Baghdad, on whose territory the strikes landed, has said nothing anyone has published.

Riyadh acknowledged striking Iran-aligned groups in Iraq in coordination with US Central Command, hours after CENTCOM said it intercepted an IRGC ballistic missile salvo aimed at American forces. The five-day pause in US strikes on Iran ended on both counts.

Iran and Oman are exchanging written proposals to reopen the Strait of Hormuz, and Tehran’s foreign minister spoke to his Saudi counterpart the night before Riyadh joined the air war. The Islamabad memorandum’s 60-day clock runs out on 16 August.

US Central Command has published no strike release since it completed a 13th consecutive night on 23 July, and Iran says it has halted its regional fire. Brent lost 8.7 percent on Monday, the most in more than three months, on Donald Trump’s statement that “very deep talks” are under way. Iran’s foreign ministry spokesman said the same day that there are no negotiations, that what exists “cannot be called a ceasefire”, and that shipping through Hormuz has seen “no change”. The market repriced a settlement; the strait, the blockade and the Red Sea did not move.

A fourth night without American strikes on Iran, and two governments describing the same silence in incompatible terms. Only the Omani channel is acknowledged by both.

Oil posted its largest single-day fall in more than three months on Trump’s talks remark. Baghaei, asked directly, said there had been “no change” in Hormuz traffic.

For a third night the United States announced no strikes on Iran, and on Sunday its ambassador to the United Nations put a word to the silence: Trump is giving talks “some space.” The space is being given four days after Tehran, according to the operational trackers, turned down the ceasefire paper an Iraqi prime minister carried to it. What stopped was the bombing. On the water, the campaign moved a rung up: US forces used disabling fire on a sanctioned LPG tanker in the Gulf of Oman on 24 July, and in the following twenty-four hours a single vessel crossed the Strait of Hormuz.

The US ambassador to the UN says Trump is giving talks “some space” — the first on-record American characterisation of two nights without strike announcements. The proposal that space is meant to serve was rejected on 23 July.

Windward counted a single transit of Hormuz in the 24 hours to 25 July and zero tankers in either direction. The one confirmed act of force that week was American, against a ship running the US blockade.

Two nights have passed without a CENTCOM strike announcement, and the best available explanation is not diplomatic but logistical: the Pentagon is running short of Patriot interceptors. In the same window the Houthis struck Saudi oil facilities for the first time since 2022, pulling Riyadh back into a war it had spent four years leaving. Traffic through Hormuz has already fallen to a quarter of what it was a week earlier. And the proposal mediators have put to Tehran is not a nuclear settlement — it is a transit-fee mechanism for the strait.

After thirteen consecutive nights of announced US strikes on Iran, the nightly Central Command releases stopped. What stopped with them is a communications practice, not necessarily a war.

A three-day exchange — tanker claims, Saudi strikes on Hodeidah, missiles at Jazan and Yanbu — has ended the de facto truce between Riyadh and Sanaa that had held since 2022.

Lloyd’s List Intelligence puts non-Iranian-linked transits at 25 for 13–19 July, against 108 the week before. Whatever the ceasefire talks are for, they are not reopening a strait that is still open.

Hours earlier Reuters reported that the push to restart talks was initiated in Beijing and is being carried by Pakistan's channel to the IRGC. Oil gave back a third of the blockade premium. For the first time in this war, the pressure on Tehran is not being generated by the Gulf.

Saudi jets struck Hodeidah on Friday; Houthi missiles answered at Jizan within hours. A blockade of Saudi cargo has become a two-way war on Saudi soil — and the warnings now touch the one terminal keeping the kingdom's oil moving.

Riyadh moved its oil to the Red Sea when Hormuz shut. Now Iran's Houthi client is striking Saudi tankers there too — and for the first time in the war, both of the Kingdom's export doors are contested at once. Crude closed above $100. The bill, again, is Saudi.

Washington escalated to heavy bombers while Tehran aimed its reply at the Gulf states hosting US forces — and the only ceasefire on the table is a ten-day pause neither capital has signed.

Nine ships crossed Hormuz on Tuesday and Saudi crude is turning back in the Red Sea. For the first time Tehran and its Houthi client are closing both of the region's oil arteries together — and the Gulf, not Iran, is paying the toll.

The sixty-day Hormuz understanding is lapsing into a renewed strike cycle — and Iran is making the Gulf states that host American forces, not Israel, absorb the retaliation.
